      随着全球化进程的不断加快和我国经济的持续发展,区域经济发展不平衡问题日益凸显,成为制约我国经济社会可持续发展的重要因素。职业教育作为培养技术技能型人才的重要途径,对区域经济均衡发展具有重要的促进作用。本研究以黑龙江省和广东省为例,深入分析黑粤两省在职业教育东西协作中所涌现的典型模式,构建两省职业院校帮扶协作机制,通过跨区域职业教育合作,实现资源共享、优势互补、协同发展,为缩小东西部地区发展差距、实现教育公平和全面提升职业教育质量提供理论支撑和实践指导。
      本研究基于国家《职业教育东西协作行动计划(2016-2020年)》等政策背景,在反贫困理论、非均衡发展理论、区域合作理论等相关理论的基础上,采用文献分析法、比较研究法、调查研究法和案例研究法等研究方法,对黑粤两省职业院校帮扶协作的现状、模式与机制展开研究。
      研究发现,通过政府主导、市场驱动以及职业院校内生动力等共同作用,黑粤两省职业院校在政府引导下,通过签订帮扶协议、共享教育资源、互派师资队伍、共建专业课程等多种形式,广泛开展帮扶协作,并取得显著成效,初步形成多元化的典型帮扶协作模式。然而,在帮扶协作推进过程中也存在资源配置不合理、帮扶机制不完善、文化差异较大和国际交流有限等诸多问题,仍需要进一步完善和优化。
      本研究结合黑粤职业院校帮扶协作实践,总结提炼出产业学院模式(ICCM)、协同发展模式(CDM)和专业国际化模式(PIM)三种典型模式,并通过案例分析,对这些模式的实施成效进行探讨。ICCM模式通过校企合作,强化职业教育与地方产业的对接;CDM模式通过跨区域资源共享,促进教育质量和效率的提升;PIM模式通过引入国际教育资源,提高职业教育的国际竞争力。这些典型模式的实施,不仅促进学生职业技能和综合素质的提升,也为两省地方经济发展注入新的活力。
      基于理论基础和现状调查分析,本研究构建“区域教育协同发展理论框架”(RECD),在此基础上,进一步探讨构建黑粤两省职业院校帮扶协作机制,并提出完善和优化协作机制的对策建议,包括加强政策引导与制度创新、构建长效的帮扶协作机制、深化产教融合与校企合作、优化教育资源的共享与利用、加强师资队伍的培养与发展、创新人才培养模式与教学方法、完善成效评估与反馈体系等,对促进我国职业教育均衡发展、提升职业教育服务经济社会发展的能力具有重要的理论和实践意义。
      本研究的创新之处在于提出并构建“区域教育协同发展理论框架”,总结提炼ICCM、CDM、PIM三种典型帮扶协作模式,构建帮扶协作机制,并提出持续完善和优化帮扶协作机制的对策建议。本研究不仅丰富了职业教育东西协作理论,也为教育行政部门的决策者和职业院校的实践者提供有价值的参考。

      With the acceleration of globalization and the continuous development of China’s economy, the issue of regional economic imbalance has become increasingly prominent, posing a significant impact on the sustainable development of the country. Vocational education, serving as an important pathway for cultivating skilled technical talents, plays a crucial role in promoting the balanced development of regional economies. Through an examination of Heilongjiang Province and Guangdong Province, this study comprehensively analyzes the typical models emerging in the collaboration of vocational education between the East and West of China, constructs a collaborative assistance mechanism for vocational education between the two provinces, and achieves resource sharing, complementary advantages, and coordinated development through interregional vocational education cooperation. It provides theoretical support and practical guidance for narrowing the development gap between the Eastern and Western regions, achieving educational equity, and comprehensively improving the quality of vocational education.
      Aligned with national initiatives such as the National Vocational Education East-West Cooperation Action Plan (2016-2020), this study employs diverse research methods, including literature analysis, comparative study, survey method, and case study, to investigate the current status, models, and effectiveness of vocational colleges’ assistance and cooperation in Heilongjiang and Guangdong provinces.
      It finds that through the joint efforts of government leadership, market drive, and internal dynamics of schools, significant achievements have been made in resource sharing, teacher training, and professional development, forming various exemplary assistance models. However, challenges persist, including uneven resource allocation, imperfect assistance mechanisms, cultural disparities, and limited international exchanges, necessitating further improvement and optimization.
      Drawing on the practical experience of collaborative assistance between vocational colleges in Heilongjiang and Guangdong provinces, this study constructs three models: the Industry-College Cooperation Model (ICCM), the Coordinated Development Model (CDM), and the Professional Internationalization Model (PIM). These models are underpinned by case analyses, illustrating their implementation effects. The ICCM model strengthens the connection between vocational education and local industries through school-enterprise cooperation; the CDM model promotes education quality and efficiency through cross-regional resource sharing; the PIM model enhances the international competitiveness of vocational education by introducing international educational resources. Those models not only promote students’ vocational skills and holistic development but also inject new vitality into the local economic development of the two provinces.
      Building upon theoretical foundations and current status analysis, this study constructs the Regional Education Collaborative Development Framework (RECD), and explores the construction of the assistance and cooperation mechanism between vocational schools and colleges in the two provinces. For improving and optimizing the cooperation mechanism, suggestions, including strengthening policy guidance and system innovation, building a sustainable assistance and cooperation mechanism, deepening the industry-education integration and school-enterprise cooperation, optimizing the sharing and utilization of educational resources, strengthening faculty training and development, innovating talent cultivation models and teaching methods, and improving the effectiveness evaluation and feedback system, are offered. The study holds paramount theoretical and practical significance in fostering balanced vocational education development in China and bolstering vocational education’s capacity to serve economic and social progress.
      The innovation of this study lies in the construction of the Regional Educational Collaborative Development Framework (RECD) and three typical assistance and cooperation models (ICCM, CDM, and PIM), the exploration of assistance and cooperation mechanisms, and the proposal of countermeasures and suggestions for the continuous improvement and optimization of this mechanism. This study not only enriches the theory of vocational education collaboration between the East and West of China but also furnishes valuable references for policymakers in educational administrative departments and practitioners in vocational colleges.
