应急资源的有效管理、快速响应和调用在突发事件的应急处置及应急管理中至关重要,与应急救援的成败以及灾害的最终损失直接相关。随着信息化技术的广泛应用和应急资源信息共享的迫切要求,如何更好地利用信息技术助力应急资源管理成为研究的热点。随着国家对应急资源信息化建设的重视和国家应急平台体系建设的推进,由于应急资源信息的快速响应需求和省级应急资源管理中存在的诸多问题,使得应急资源管理模式急需改进和优化,从而为应急资源的快速响应和调度提供有效的技术支持。在此形势下,研究应急资源信息的整合、管理和共享应用、探索新的资源管理模式是当前应急管理信息化工作的大势所趋,对于推动省级应急资源体系建设、实现科学高效的跨地区、跨部门的应急联动和协同指挥意义重大。本文针对我国省级应急资源管理的现状和存在的问题,从省级应急资源整合共享、协调联动的角度出发,开展了省级应急资源管理模式的研究,提出了一种新的省级应急资源管理架构模型,并探讨基于这种架构的应急资源数据分类、组织和集成等相关问题。本文主要的研究内容包括以下几个方面:(1)引入事件驱动理论,将突发事件与应急资源管理结合起来,以突发事件为驱动点,围绕事件的处理流程,提出一种适合于省级政府应急管理的基于事件驱动机制的应急资源管理架构(EDERMA),分析了此架构的构成、功能以及工作机理。这种架构突破了传统省级应急资源信息管理模式的不足,在对省级应急资源保障工作流程改进和优化的基础上实现了省级应急资源的及时自动响应,有效提高了系统响应和处理的效率。(2)基于EDERMA架构实现的基础,提出了EDERMA架构下省级应急资源数据的分类组织和集成方法。提出了省级应急资源数据的分类原则、分类方法、编码方式及组织框架;在分析多种数据集成方法的基础上,提出了事件驱动的数据集成方法,分析了数据集成的工作流程;最后针对实际工作中的数据空间化处理问题,提出了利用基础地理信息数据进行应急资源数据空间一体化集成的方法。(3)以黑龙江省应急资源保障服务平台为应用实例,围绕基于事件驱动的省级应急资源管理流程,分析讨论了EDERMA模型架构在系统中的应用实现,进而验证模型架构的有效性。

The effective management and quick response of emergency resources are crucial in the emergency disposal and emergency management. They are directly related to the success or failure of emergency rescue and the ultimate disaster losses. Along with the extensive application of information technology and urgent requirement of emergency resources information sharing, how to make better use of information technology to assist emergency resources management has become research focus. As people's increasingly attention to emergency resources informatization construction and the propulsion of national emergency platform system construction, the emergency resources management model needs to be improved and optimized for the quick response and control. Under such circumstances, exploration of a new model of emergency resources management is a general trend in emergency resources information integration and sharing application. It is significance to realize trans-regional and inter-departmental emergency resources coordinating management.According to the management present situation and the existence question for our country provincial emergency resources management, the study on the management model of emergency resources at the provincial level is carried on. The paper puts forward a new model of emergency resources management architecture from the aspect of provincial emergency resources integration and sharing. It also discusses the data classification and organization and integration of the emergency resources about the architecture. The research encompasses several major topics:I. The paper studies the basic connotation and theory of emergency resources management, and analyzes the present situation and existing problems of provincial emergency resources management informatization construction. It discusses the technical framework and composition of the event driven architecture (EDA). The paper provides a new model of the Event Driven based Emergency Resources Management Architecture (EDERMA) for the provincial government emergency management which based on the event-driven theory and follows the processing flow of events. It also analyzes the composition, functions and working mechanism of EDERMA. The model realizes the automatic response of provincial emergency resources, and improves the efficiency of the system.II. The paper studies the classification and integration method of the emergency resources data based on EDERMA implementation. It provides the classification method and organizational framework for the provincial emergency resources data based on the classified principles, and proposes the event-driven data integration method according to multiple data integration methods.III. Taking Heilongjiang province emergency resources service platform as an example, the paper analyzes and discusses the implementation of the EDERMA model, and validates the model architecture.
