随着城市化和工业化的推进，城市固体废物污染问题越来越严重。固体废物管理政策是加强生态环境保护和推动“无废城市”建设的重要工具，提升其内容质量和实施效果有利于解决城市固体废物污染问题。成渝地区双城经济圈出台一系列政策来提升固体废物管理能力。然而，如何通过系统性评价成渝地区双城经济圈固体废物管理政策，分析现有管理政策尚且存在的问题，并提出优化路径，对于促进成渝地区双城经济圈的生态保护建设和高质量发展具有重要的意义。

本研究对成渝地区双城经济圈的固体废物管理政策进行系统性评价。在区域治理理论和政策评估理论的基础上，通过高频词汇统计和相关政策评估标准建立了基于PMC指数模型的固体废物管理政策评价指标体系，对成渝地区双城经济圈固体废物管理政策展开实证分析。首先，对成渝地区双城经济圈的105份政策进行量化分析，从整体层面上把握成渝地区双城经济圈固体废物管理政策的制定现状；其次，将成渝地区双城经济圈固体废物管理政策分为三个阶段，比较分析三个政策阶段的固体废物管理政策；最后，从成渝地区双城经济圈层面、中央层面以及珠三角城市群层面中分别选取10份具有代表性的固体废物管理政策进行比较分析，提升分析成渝地区双城经济圈固体废物管理政策的科学性和有效性。

研究结论表明，一方面，成渝地区双城经济圈的固体废物管理政策整体态势良好，政策的优良程度正在逐年改进，初步形成了符合地区实情的固体废物管理政策体系；另一方面，成渝地区双城经济圈的固体废物管理政策与国家层面的政策存在政策嵌套和层级同构，但与珠三角城市群则既有重叠部分，也具有差异。此外，成渝地区双城经济圈的固体废物管理政策也存在政策领域和政策内容单一、政策人才保障投入不足、政策目标不均衡、政策协同性不高等缺陷。为提高成渝地区双城经济圈固体废物管理政策效能，其一，应完善政策领域和政策内容，提升政策效力；其二，增强人才保障，保障政策执行；其三，立足实际需要，完善政策目标；其四构建齐抓共管协同共治格局。本研究以期为完善成渝地区双城经济圈固体废物管理政策体系、提高下一阶段政策制定质量提供决策参考。

With the advancement of urbanization and industrialization, the problem of urban solid waste pollution is becoming increasingly serious.Solid waste management policies are important tools for strengthening ecological environment protection and promoting the construction of "waste free cities", Improving their content quality and implementation effectiveness is conducive to solving the problem of urban solid waste pollution. Chengdu-Chongqing Economic Circle has introduced a series of policies to enhance its solid waste management capabilities. However, it is of great significance to systematically evaluate the solid waste management policies of Chengdu-Chongqing Economic Circle , analyze the existing management policies, and propose optimization paths for promoting the ecological protection construction and high-quality development of Chengdu-Chongqing Economic Circle .

This study systematically evaluates the solid waste management policies of Chengdu-Chongqing Economic Circle. On the basis of regional governance theory and policy evaluation theory, a solid waste management policy evaluation index system based on the PMC index model was established through high-frequency vocabulary statistics and relevant policy evaluation standards. Empirical analysis was conducted on the solid waste management policies in Chengdu-Chongqing Economic Circle. Firstly, conduct a quantitative analysis of 105 policies in Chengdu-Chongqing Economic Circle, and grasp the current status of solid waste management policies in Chengdu-Chongqing Economic Circle from an overall perspective; Secondly, divide the solid waste management policies of Chengdu-Chongqing Economic Circle into three stages, and compare and analyze the solid waste management policies of the three policy stages; Finally, 10 representative solid waste management policies were selected from the levels of Chengdu-Chongqing Economic Circle, the central level, and the Pearl River Delta urban agglomeration for comparative analysis, in order to enhance the scientific and effective nature of the solid waste management policies in Chengdu-Chongqing Economic Circle.

The research conclusion indicates that on the one hand, the overall situation of solid waste management policies in Chengdu-Chongqing Economic Circle is good, and the degree of excellence of the policies is improving year by year, forming a solid waste management policy system that is initially in line with the local situation; On the other hand, the solid waste management policies of Chengdu-Chongqing Economic Circle are nested and hierarchical with the policies at the national level, but there are both overlaps and differences with the Pearl River Delta urban agglomeration.In addition, the solid waste management policies in Chengdu-Chongqing Economic Circle also have shortcomings such as a single policy field and content, insufficient investment in policy talent protection, imbalanced policy objectives, and low policy synergy.To improve the effectiveness of solid waste management policies in Chengdu-Chongqing Economic Circle, firstly, the policy areas and content should be improved to enhance policy effectiveness; Secondly, enhance talent security and ensure policy implementation; Thirdly, based on practical needs, improve policy objectives; Fourthly, build a pattern of coordinated management and governance. This study aims to provide decision-making reference for improving the solid waste management policy system of Chengdu-Chongqing Economic Circle and improving the quality of policy formulation in the next stage.
