2008年北京奥运会不仅是全球的体育盛会,同时还承载着中华民族百年复兴的梦想。通过研究近代各国奥运会的举办经验,证明安全保障是奥运会成功举办的关键条件和最重要标志。电力作为当代社会的最基本能源,是奥运保障最基本的要素之一,引起社会高度重视。而2008年的国内和国际形势相对复杂,并且自然灾害频发。这些难以预测并伴有巨大危害性的电力突发事件,给电网稳定运行提出了严峻挑战。奥运电力保障系统的论述,是以北京2008年奥运会举办过程中可能面临的突发事件和应对电力突发事件的奥运电力保障应急系统为研究对象。以文献资料法、分析和归纳法的研究方法论述公共突发事件的定义、特征,并从理论和实证两方面分析电力突发事件的突发性和巨大危害性,提出建立电力保障应急体系的重要性以及构建理论和方案。通过分析奥运赛前北京电网的运行情况和主要安全风险,提出奥运赛时发生电力突发事件具有很高的可能性。为了杜绝电力突发事件对奥运会的威胁,实现奥运供电万无一失的目标,国家电网公司早在2006年6月就开始实施“迎奥运电力强网‘0811’工程”,共投资239亿元,通过加强电力基础建设从硬件上增加北京电网抵御灾害的能力;另一方面通过组建奥运电力保障应急体系,从管理层面实施奥运电力保障计划。在奥运期间这些措施最终从根本上遏制了电力突发事件的发生,实现了高水平保障目标。北京市电力公司作为国家电网公司的子公司是奥运电力保障最重要的机构,通过对北京市电力公司如何有效整合公司内部各种资源,建立统一指挥、预案完备、反应迅速、保障有力的应急保障体系以实现奥运电力保障“万无一失”目标的论述。总结出建立高效的电力保障应急体系,能够有效遏制和应对电力突发事件,以确保电力安全运行。奥运电力保障的成功经验是北京奥运会成功经验的重要组成部分,对于相关经验的总结提炼,不仅能为电力部门今后构建相应电力保障应急体系提供有效的实用案例,也能丰富大型社会活动的公共安全保障理论,并提供实践上的指导建议。

The Chinese government had proposed that the 2008 Beijing Olympic Games would be one of the most outstanding Olympic Games in history. The world Olympic Games history and the modern development of disaster reduction had proved that the safety control is the essential condition and the most important key factor which the Olympic Games successfully hold. The electric power as the contemporary society's most basic energy, had determined that the electric power safeguard is this summer Olympics’ most important operation safeguard. Since the beginning of 2008, there are many ‘turbulence’ in domestic China and world wide. All of these disasters and difficulties with high impacts to the public but low probabilities to predict, had brought serious challenges to the safesteady operations of the existing electrical network in Beijing.This study will focus on the Electric Power Safety Control Emergency Systems for the 2008 Olympic Games and possible thunderbolts they have to face and react. By using various research methodologies such as literature review, analysis and the induction, this research will elaborate on public thunderbolt's definition and characteristic, analyze the electric power thunderbolt's burst characteristics and the huge hazardous nature from the theory as well as in reality, propose the establishment of electric power safeguard emergency system's importance and the construction viewpoint. In order to prevent the electric power thunderbolt during 2008 Beijing Olympic Games and realizes the absolutely safety goal, the National Electrical network Company had started the “welcomes Olympic Games electric power strong network `0811 ' project” as early as June 2006 with 23,900,000,000 Yuan budget. On one hand, this project increases Beijing electrical network’s resistance to disasters and strengthens the electrical network’s structure. On the other hand it establishes the Olympic Games electric power safeguard emergency system, implements the Olympic Games electric power support plan from the management stratification plane. With the efforts from entire, the highest safeguard goal had been achieved in the 2008 Olympic Games. As the subsidiary of China National Electrical Network Company, Beijing Electricity company is a key player safeguarding the electricity network operations during the summer Olympics. Beijing Electricity company had effectively conformed company internal resources to establish the unified command systems, the complete and rapid reaction plans, and the powerful emergency safeguard systems to deal with any accident or difficult circumstances in order to fulfill the “absolutely safe” goal during the Olympic Games. Summarize the establishment of highly effective electric power safeguard emergency system will help dealing with the electric power thunderbolt effectively and protect as well as ensure public safety. The electric power safeguard's success is part of the total fulfillment of the 2008 Beijing Olympic Games is Olympic Games. The hands-on experiences achieved can not only formulate the corresponding electric power safeguard emergency system for the electric power departments, provide the effective practical cases, but also enrich the larger scale social activities regarding public security/safety theory and to provide many instructional suggestions gained from real practices.
