政治制度的落后，是近代中国落后于西方的重要原因。早期维新思想家王韬的社会政治改革模式，是近代中国社会政治发展的产物，反映的是王韬实现国家富强的政治追求。王韬的政治改革思想主要包括“治中”、“驭外”、“得人”三个主要方面，涉及到内政、外交等领域。通过对王韬政治思想的考察，可以看出王韬在具体改革措施上并未彻底跳出传统思想的禁锢，但他以向西方学习为指导思想，提出了变革中国专制制度的要求。文章通过对“君民共主”的历史考察，认识到“君民共主”政制就是西方近代的君主立宪制度；通过对王韬相关政论文的研究，认识到其行文惯用的中西对比手法从本质上来说应该是中英对比手法；通过对王韬对法、美、日、俄等国政治制度的基本态度的梳理，进一步认识其政治改革思想的“亲英”倾向。基于上述分析认识到，王韬主张在中国设立议院、建立英国式的君主立宪制度，王韬为中国近代社会政治改革选择了“英国模式”。这样的选择，从王韬的个人特殊经历来看，虽然有一定的历史偶然性，但从社会大变局、思想认识基础、英国政治的优势等方面来看，则更充分地表现出历史的必然性。在事实基础上，文章从“英国模式”的存在和认同、“英国模式”的可行性分析、“英国模式”的历史地位三个方面进一步剖析王韬政治改革“英国模式”的历史影响,从而认识到这一模式为康梁维新变法思想的形成及其实践奠定了重要的思想基础。

The outdated political system of modern China is one of the main reasons for China’s underdevelopment compared with the West at that time. The social and political reform model of Early Reformers Wang Tao’s, is a product of modern Chinese social and political development, reflect Wang Tao’s political pursuit to achieve prosperity of the country's. Wang Tao’s theory of political reform is concerned with three aspects, including administrating domestic affairs, mastering foreign essence and cultivating talents, related to internal affairs, foreign affairs and other fields. Through the study of the Wang Tao’s Political thought, we can find that in the specific reform measures, Wang Tao are not completely out of the traditional thinking of imprisonment, but he learned from the West as the guiding ideology, proposed the requirements of changing China's authoritarian system. And by examining the system of country to be governed by both the emperor and the masses, the author is trying to prove that this system is almost identical to the modern Western system of constitutional monarchy. While by studying the relative articles on politics of Wang Tao, the author shows that Wang Tao’s comparison between China and the West is actually a comparison between China and Britain. What’s more, by analyzing Wang Tao’s attitude towards the political system of France, the United States, Japan, Russia and some other countries, the author reveals the pro-Britain tendency of Wang’s political reform theory. Recognized based on the above analysis that Wang Tao has called for the establishment of parliament and British constitutional monarchy and has chosen for China the British model in reforming the political system.Although the choice seems fairly to be made by chance in terms of Wang Tao’s special personal experience, it rather reflects the inevitability of history taking into consideration the trend of the society, the foundation of thought at that time and the advantages of British political system etc. Based on the facts, this article further analyze the Wang Tao’s political reform"British model" of historical influence from the "British model" of the existence and identity, "British model" of the feasibility analysis, "British model" of the historical status of three areas. And then, to realize that this model has laid the important ideological foundation to thought and practices of Kang Youwei and Liang Qichao’s reform.
