财产申报制度起源于二百四十年多前的瑞典。在当时，包括瑞典首相在内的所有政府官员的财产与纳税情况都可以被普通公民所查阅。1883年《净化选举、防止腐败法》被英国议会通过，该法的颁布象征着公职人员财产申报作为一项制度正式确立起来。此后，韩国、美国等都多个国家都陆续建立了公开、透明的公职人员财产申报制度，该制度的建立实行在这些国家打击腐败、保持公职人员廉洁奉公方面都发挥了重要作用。 我国位于亚洲东部，韩国西面与我国山东省隔海相望，两国地理位置相邻近，深受儒家文化熏陶，有着共同的历史文化基础。在历史上，腐败问题曾严重阻碍着韩国现代化的推进，为了遏制日益严重的腐败问题，韩国做出了一系列反腐举措，其中最有力的就是建立施行了公职人员财产登记与公开制度。公职人员财产申报制度使得韩国大多数公职人员都忠于职守，不敢越雷池半步，有效打击了腐败。因此，我国在该项制度的建立完善过程中应充分借鉴、学习韩国的有益经验，以最大限度的发挥其效用。 随着我国经济的不断发展，由官员腐败引发的社会矛盾日益突出，人民群众对于加大反腐力度的呼声也越来越强烈。财产登记与公开制度通过审查公职人员财产状况、了解其财产变化的方式，来预防腐败、打击腐败，在促进廉政建设方面意义非凡。因此我国有必要根据自身的实际情况，在借鉴韩国财产登记与公开制度经验的基础上，建立实施完善适合中国国情的公职人员财产登记与公开制度。本文以公职人员财产登记与公开制度为主线，通过梳理韩国公职人员财产登记与公开制度的构建历程，分析其在构建过程中存在的障碍因素，结合我国公职人员财产登记与公开制度的实践现状与面临的障碍，得出韩国公职人员财产登记与公开制度的经验与对我国的启示。

The property declaration system originated in Sweden more than 240 years ago. At that time, property and taxes of all government officials, including the prime minister of Sweden, can be checked by ordinary citizens. In 1883, the act of purifying the election and preventing corruption was passed by the British parliament. The enactment of the act symbolized the formal establishment of the declaration of the property of public officials as a system. Since then, many countries, such as South Korea and the United States, have established the public and transparent declaration system of public officials' property. The establishment of the system has played an important role in combating corruption and maintaining the integrity of public officials in these countries. Our country is located in the east of Asia, and the west of South Korea is opposite to China's shandong province. The two countries are adjacent to each other and are deeply influenced by Confucianism and have a common historical and cultural foundation. In history, corruption has severely hampered the Korea's advancement of modernization. In order to curb the increasingly serious corruption, South Korea made a series of anti-corruption measures, and one of the most powerful measures is to establish the property registration and disclosure of public officials. Public employee property declaration system has made most of the public servants in South Korea loyal to their duties, and they dare not take a half-step corruption. The system effectively crackes down on the corruption. Therefore, in the process of establishing the system, our country should learn from Korea's useful experience so as to maximize its effectiveness. The property registration and public system is of great significance in preventing corruption and fighting corruption by examining the property status of public officials and understanding their property changes. Therefore, it is necessary to establish, implement and perfect the property registration and disclosure of public officials fit for the situation of China on the basis of its own actual situation and using for reference the experience of South Korea property registration and open system. Based on civil servants property registration and public system , through carding building process of South Korea's public servants system of property registration and public, analyzing the obstacle factors existing in the process of building, combined with the current situation and obstacles in the practice of the property registration and public system of public officials in China, it is concluded the experience of South Korea civil servants system of registration and public property and the enlightenment to our country.
