人力资源共享服务中心(Human Resources Shared Services Center,是指企业集团将下属各业务部门或职能单元与人力资源管理相关的事务性工作集中起来,建立一个服务中心。通过统一的服务标准和流程,专业分工,打造专业化的队伍来提供专业服务,减少和避免以前分散在各业务单元中的因人力资源工作标准不统一而产生的偏差,从而提高人力资源政策执行的公平性,提高员工满意度。论文以中信证券为例,通过对中信证券公司建设人力资源共享服务中心的进程进行分析,总结了它在构建人力资源共享服务中心过程中的客观条件和主观条件,以及遇到的困难和阻力,寻找出这其中的主要障碍-业务发展变革带来的复杂的HR变革矛盾,从而根据相关的理论进行策略上的建议。从本文的研究与分析可以看出,现阶段,如中信证券这样的全国性的企业在人力资源工作的开展上已经逐步扭转了自己的思想,主动的将人力资源部门与人资源共享中心结合,努力走出一条人力资源管理的新路。现阶段企业一定要结合自身的特点,善用、巧用、妙用人力资源共享服务中心,使得其与自身的人力资源政策、自身已经具备的人力资源部门相契合,提高人力资源管理的效率,降低人力资源管理成本,同时,更为重要的是,能够推动企业人力资源工作的发展,使得人才能够真正为企业所用,能够稳定队伍,选拔人才,为企业的长远发展助力。论文研究的主要目的就是为企业在现阶段的大环境中找到一条有效的人力资源管理的新路径,从而为企业发展保驾护航。

Human resources shared service center (Human Resources Shared Services Center, is refers to the enterprise group subordinate business departments or functions of transactional unit of work related to human resources management together, set up a service center. Through a unified service standards and procedures, the professional division of labor, a professional team to provide professional services, reduce and avoid the deviation of previously scattered in various business units for the human resources work standards are not unified and produce, so as to improve the fairness of the human resource policy implementation, to improve employee satisfaction.The CITIC Securities, for example, through the analysis of service center of the China Citic Securities Co building human resource sharing process, summarized it in building human resources shared service center in the process of the objective conditions and subjective conditions, as well as difficulties and resistance, to find out the main obstacles - the business development changes brought about by the complex HR transform conflict, according to the related theory of strategic suggestions. From the research and analysis in this paper shows that, at this stage, such as the CITIC Securities such as enterprises in human resource work has gradually turned their thoughts, active center with the sharing human resources department and human resources, working out of a new road to human resources management. At this stage, the enterprise must combine the characteristics of its own, use, use opportunely, magical HR shared service center, which correspond with their human resource policies, themselves have the human resources department, improve the efficiency of human resource management, reduce the cost of human resource management, at the same time, more importantly, development to promote the enterprise human resources work, make the personnel can be really used for the enterprise, to stabilize the team, selection of personnel, for the long-term development of power enterprises. The main purpose of this study is to find a new path of effective human resources management environment of enterprises at the present stage, so as to safeguard the development.
