我国是世界上遭受自然灾害最为严重的国家之一,党中央、国务院十分关注受灾群众的生活安排,对救灾物资储备工作给予高度重视。目前,我国已基本形成了“中央-省-市-县”四级救灾物资储备网络,但管理相对落后,是灾害救助工作的短板,影响救灾物资储备建设已有的成果。本文从我国救灾物资储备管理的现状与不足出发,引入物联网技术,分析物联网技术在救灾物资管理中应用的可行性,研究建立基于物联网技术的救灾物资管理平台。平台主要应用RFID、北斗卫星导航和网络通信技术,通过仓储管理、跟踪管理和发放管理三部分系统建设,实现对救灾物资的智能化管理,包括:救灾物资进出库和盘点的自动化;救灾物资高效准确的流转和配送;仓储全程动态可视化的监控;储备物资应急调运的实时监管;灾区现场救灾物资使用情况的及时跟踪。平台建设有助于提高救灾物资储备及其调运的科学性和精准性,可以成为“国家综合减灾与风险管理信息平台”中“救灾物资监管”的组成部分,也可以为国家救灾物资管理信息化建设提供参考和建议,值得加以推广。

China is one of the most serious disaster-stricken countries in the world. The CPC Central Committee and the State Council are concerned about the life of the victims who have suffered from the natural disasters and pay highly attention to the reserve of the disaster relief materials. At present, a "central, provincial, city, county "four – class relief materials reserve network is up and running basically .However, the relatively backward management in this field has become its obvious weakness and has bad effect on the existing results of disaster relief reserve.This article with the beginning of the status quo and deficiency of the disaster relief supplies reserve, along with the introduction of the IOT technology, analyzes the possibility of the IOT tech employing in the supervision of the disaster relief materials and studies the platform of the disaster relief materials management based on the IOT. This platform mainly applies RFID, Big Dipper Satellite Navigation System and all other internet communication technologies, through the three-part systematic construction of warehouse management, tracking management and distribution management, as a way to achieve intelligent supervision of the disaster relief supplies , including automation of the access and making an inventory of the disaster relief supplies ; highly effective and accurate circulation and distribution of the stuff; dynamic full-process visible monitor of the warehouse; real-time supervision of the emergency dispatch of the supplies ; timely tracking of the use of the supplies on disaster-stricken areas. This kind of Platform which has helped updating the scientific and accuracy of its reserve and allocation, can be used as "supervision of the disaster relief supplies" which is part of the "national disaster reduction and risk management information platform", and also providing reference and recommendations to the construction of information technology of national disaster relief materials , and deserves to be promoted.
