碳达峰、碳中和目标的实现过程代表着我国经济社会的一次深刻变革,各行各业都将面对新的挑战。而在全球气候变化和可持续发展目标的推动下,绿色金融已成为促进环境保护和经济增长的关键机制。随着我国数字经济的不断发展以及相关基础建设的加速推进,信息通信行业作为现代经济的核心部分,其碳排放问题备受全球关注。本研究旨在探讨绿色金融在信息通信行业碳排放中的影响方向及其作用机制,通过理论分析与实证研究相结合的方法,揭示了绿色金融与信息通信行业碳排放强度之间的关系。基于此,本文重点分析了绿色金融发展水平对信息通信产业碳排放的影响以及背后的作用机制。首先对研究碳减排及其影响因素、绿色金融的提出与发展以及绿色金融与行业碳减排关系的相关文献进行综合梳理,并基于理论对其支持碳减排的路径进行分析。接着构建指标体系对我国绿色金融发展水平进行测算分析与评估。之后进一步地进行实证分析,基于我国30个省份2012-2021年的面板数据,构建计量模型对我国绿色金融发展水平与信息通信业碳排放强度进行整体分析,接着使用中介效应模型进行机制检验,并通过空间滞后模型证实了绿色金融对信息通信业碳排放强度的影响及空间溢出效应。本文的主要研究结论如下:(1)绿色金融的发展可以显著降低我国信息通信业的碳排放强度,并且表现出负向的空间溢出效应。(2)能源消费结构和绿色科技创新是影响信息通信行业碳排放的关键路径,绿色金融水平的提升可以有效地优化行业能源结构,同时正向影响绿色科技创新能力,进而能够显著抑制我国信息通信业的碳排放强度。基于理论和实证分析得到的研究结论,本文提出了以下的政策建议:(1)加强绿色金融与政策支持,为信息通信行业的绿色转型提供资金支持。(2)促进绿色技术创新与基础设施建设,采用节能技术和可再生能源。(3)促进跨行业绿色技术应用,利用信息通信技术推动社会各行业的绿色转型,如智能电网、远程办公和在线教育等,以减少整体的碳排放。

China's pledge to achieve carbon peak and carbon neutrality is not just a significant promise to the global community but also marks a transformative shift in its economic and social structures, and all industries will face new challenges. And driven by global climate change and sustainable development goals, green finance has become a key mechanism to promote environmental protection and economic growth. As the digital economy in China expands and the construction of pertinent infrastructures accelerates, the carbon emission of the information and communication industry, as a core part of the modern economy, has attracted global attention. This study aims to explore the direction of the influence of green finance in the carbon emissions of the information and communication industry and its mechanism of action, and elucidates the association between green finance and the intensity of carbon emissions of the information and communication industry through a combination of theoretical analysis and empirical research. Based on this, this paper focuses on analyzing the impact of the development level of green finance on carbon emissions in the information and communication industry and the role mechanism behind it. Extensive reviews have been conducted on both domestic and international studies concerning the reduction of carbon emissions and its determining factors, the initiation and growth of green finance, and the connection between green finance and carbon emission reduction in various industries. These reviews lay a theoretical groundwork for understanding how green finance contributes to carbon reduction. Subsequently, an indicator measurement system, constructed using the entropy weight method, aids in the assessment and quantification of green finance development across thirty provinces and cities in China. This paper further conducts empirical analysis, based on the panel data of 30 provinces in China from 2012 to 2021, constructs an econometric model to analyze the level of green finance development and the carbon emission intensity of the information and communication industry in China as a whole, and then carries out a mechanism test by using the mediation effect model, and confirms the influence and spatial spillover effect of green finance on the carbon emission intensity of the information and communication industry by using the spatial lag model. The main conclusions of this paper are as follows: (1) The development of green finance can significantly reduce the carbon emission intensity of China's information and communication industry and show a negative spatial spillover effect. (2) Energy consumption structure and green technology innovation are the key paths affecting carbon emissions in the information and communication industry, and the improvement of the level of green finance can effectively optimize the industry's energy structure, while positively affecting the green technology innovation capacity, which in turn can significantly inhibit the carbon emission intensity of China's information and communication industry.Based on the research conclusions obtained from theoretical and empirical analysis, this paper puts forward the following policy recommendations: (1) Strengthen green finance and policy support to provide financial support for the green transformation of the information and communication industry. (2) Promote green technology innovation and infrastructure construction, and adopt energy-saving technologies and renewable energy. (3) Promote cross-industry green technology application and utilize ICT to promote the green transformation of various industries in society, such as smart grids, telecommuting and online education, in order to reduce overall carbon emissions.
