公共部门的支出是非常巨大的，来自经济合作与发展组织（OECD）的统计，用于公共部门物品和服务的支出占整个花费的三分之一，占国民生产总值的份额为5% 到 8%之间。武警部队是公共部门的重要组成部分，在武警部队的日常运行中，采购是一项很重要的活动，对于提高武警部队的绩效有重要的作用。公共部门采购方式：公开招标采购、邀请招标采购、竞争性谈判采购、协议采购（询价）、单一来源采购和计划分配采购等六种，但现行采用邀请招标采购为主，选择供货伙伴方式单一，造成暗箱操作、寻租行为、权钱交易等行为普遍存在。本文基于采购管理的基本理论，以武警部队被装采购项目为依托，结合自己的工作实际，通过采购流程优化机制来解决公共部门采购过程中的一些突出问题.用项目管理的方法来优化政府采购项目，用甘特图等方法优化内部流程，用层次分析法等来筛选外部供应商从而达到优化采购流程的目的。论文的内容主要有两方面：一方面通过对采购管理的研究，让公共部门意识到采购管理机制优化的重要性。我们认为采购管理有利于保证被装物资质量、有利于提高经费使用效益、有利于降低被装采购风险、有利于合理选择采购方式、有利于营造公平竞争采购环境、有利于提高采购的安全保密性。而在供应链管理的大环境下如何对采购机制进行优化的问题，我们也提出了自己的看法，认为建立与供货伙伴的同盟机制和信息共享机制、实施基于供应链的采购（选择合适的供货伙伴；培育和加强长期的合作伙伴）、进行战略采购管理（采购制度的规范化；进行供货伙伴管理、建立供货伙伴档案和评价体系；寻找适合本单位发展的供货伙伴，实施双赢合作战略）等措施将有一定的作用。另一方面，本文通过分析某武警部队的现行采购管理模式，尝试找出其存在的问题和不足。在理论支撑和实践指导下，我们对武警部队被装采购项目的不足进行了优化，提出了一些改进思路并且对单位内外部采购流程进行优化。

In the daily operation of the public sector, the purchase is a very important activity for improving the performance of the public sector. Moreover, the procurement process optimization will help to ensure the quality of materials to be installed, the use of funds will help improve efficiency, help to reduce the risk of being loaded procurement, procurement methods conducive to the rational choice, and help to create a fair competitive procurement environment conducive to improving security procurement confidentiality and the like. The main contents of this paper are twofold: on the one hand through the study of the procurement management, the importance of the public sector procurement management mechanism optimization andhow to optimize procurement mechanismwill be realized by the management. We also put forward their view that the establishment of alliances with suppliers mechanisms and information sharing mechanism, based on the implementation of supply chain procurement (select the appropriate supply providers; nurture and strengthen long-term partner), strategic procurement management (procurement system standardization; conduct supplier management, the establishment of vendor files and evaluation system; looking for suppliers of enterprise development, the implementation of a win-win cooperation strategy) and other measures will have some effect. On the other hand, this paper analyzes the current procurement management of a armed forces to try to identify the problems and shortcomings of its existence. In the theoretical support and practical guidance, we turn to the lack of the Armed Police Force are optimized procurement projects, ideas and made some improvements to the internal and external procurement process optimization.
