中文摘要随着经济全球化、一体化进程的加速,国际国内形势也发生了深刻变化,大学生思想政治教育既面临难得的机遇,也面临着严峻的挑战。高校辅导员是教师队伍的重要组成部分,是从事德育工作、开展大学生思想政治教育的骨干力量,在加强和改进大学生思想教育工作中发挥着重要的作用。因此,高校必须加强对辅导员队伍的管理,建立科学的考核与评估机制,进一步促进辅导员队伍建设,增强队伍建设的有效性,使学生工作有条不紊地进行。论文从绩效考核基本理论入手,深入研究了绩效考核的内涵、功用、原则、程序、主体、绩效考核指标及其体系、指标权重的确定、方法及其相关理论,为本文的应用研究提供了坚实的理论支持。论文基于现代管理理论,以YC学院的具体情况为实例,针对该校辅导员考核现状,深入剖析了绩效考核存在的问题。运用文献查阅法和专家咨询法设计了绩效考核指标,构建了YC学院辅导员绩效考核指标体系,并运用德尔菲法、层次分析法确定了考核指标的权重。综合采用多种考核方法,如360度考核法、量表等级评价法、关键事件法、强迫分布法等,并结合模糊数学综合评判的理论建立了一套新的辅导员绩效考核体系,以减少考核中的弊病,提高科学性,较好地解决了考核定位的模糊与偏差、考核指标不科学、考核方法不完善、考核结果没有合理利用等核心问题,并提出了实施科学绩效考核的对策及保障措施,以促进辅导员绩效考核的科学化、规范化,从而更好的加强辅导员队伍建设和管理。关键词:辅导员;绩效考核;360度考核

Abstract With the acceleration of economic globalization and unification, both international and domestic situation have witnessed great change, which is a chance as well as a severe challenge to the ideological education in institutions of higher learning. The instructors of colleges and universities, as an important part of teaching resources and a core member of those who engage in moral education as well as ideological and political education of university students, plays a significant part in terms of the enhancement and improvement of university students’ ideological and political education .Therefore the management of the instructor team of colleges and universities should be strengthened by setting up scientific system of check and assessment, so as to further the development and availability of the instructor team,and thereby to ensure the methodical student management.Starting with the basic theories of performance appraisal, this thesis makes a profound study of the connotation, function, principle, procedure, main part, index and system of performance appraisal, the determined method and related theory of index weight, of which all provide solid theoretical support for the applied research.. Based on the modern management theory, this thesis analyzes deeply the existing problems of performance appraisal by taking the concrete situation of YC University as an example and explaining its current situation of the Assessment System for College Counselors. It designs the achievement check Document Reference Method and Expert Counsel Method, and builds the achievement check system of YC university instructors. Besides, it determines the weight of achievement check by applying Delphi Method and Analytical Hierarchy Process. It builds a new set of achievement check system of instructors by applying various appraisal methods, such as 360 degree appraisal methods, critical incident technique and so on, and combining them with theories of comprehensive evaluation based on fuzzy mathematics, so as to reduce the malpractices in check process, improve its scientific nature, thus contributing to the solution of such main problems as the ambiguity and deviation of the fixed position of check, unscientific checking index, unperfected checking method, unreasonable utilization of checking result, etc. In addition, it puts forward the strategies and ensurement measures for the scientific implement of achievement check with the aim to achieve the scientification and standardization, which serves to enhance the construction and management of instructor team.Key words :Instructor;Performance appraisal;360 degree appraisal
