党的基层组织建设是党执政的根基，是党的政策方针在基层得以实现的战斗堡垒。改革开放以来，随着经济社会快速、多元发展，基层党组织承担的公共服务逐渐趋于多样化和复杂化，导致传统的党建模式表现出与新型社会形态间的不相适应。为解决这一问题，党在实践中探索出区域化党建的新型城市党建模式，提出了构建区域性大党建格局的工作要求，为基层党建引领社区治理提供了指导思想。

西部某省T县作为国家级贫困县，经济发展速度较为落后，县城社区多保持以社区党组织为主体的单一化党建模式，为破解县城社区党组织力量薄弱、社区治理能力不足的问题，T县积极借鉴大中城市的先进典型经验，开启了区域化党建的实践探索。本文通过对T县在区域化党建实践中采取的社区“大党委”治理模式进行分析，从社会环境与社区规模的角度出发，将T县的城镇社区与大中城市的城市社区进行区别，探讨T县的社区“大党委”模式在推进区域化党建过程中的优势和不足。

通过案例分析发现，T县的社区“大党委”模式呈现出两个亮点，即县委层面的高位推动和社会资源的均衡分配。同时，本文尝试运用复合治理的视角，对T县区域化党建的政策实践进行理论诠释，从社区“大党委”参与主体间的互动关系进行分析，探究政策实施现状、存在的问题及其原因，并针对性提出政策建议，为城镇社区的区域化党建问题提供一种理论分析视角，并为具有城镇社区性质的其他地区特别是西部经济欠发达地区推进区域化党建工作提供有益参考。

通过案例分析和理论诠释，本文认为构建城镇社区的区域化党建格局，纵向科层维度的顶层设计和高位推动是必要前提，对于行政化特征明显的城镇社区来说，整合社会资源、实现有效治理更需要政府的统筹指导。而横向维度的内部统一和沟通协作是实现有效治理的基础，同时也要在制度安排上考虑可操作性，通过建立长效机制来确保政策有效性。

The construction of the party's grass-roots organizations is the foundation of the Party's governance and the battle fortress for implementing the Party's policies and principles at the grass-roots level.Since the reform and opening up, with the rapid and diversified development of the economy and society, the public services undertaken by grassroots Party organizations have gradually become diversified and complicated, leading to the incompatibility between the traditional party building model and the new social form.In order to solve this problem, the Party has explored a new model for regional party building in the city, put forward the work requirements of constructing regional large party building pattern, and provided a guiding ideology for grassroots party building to lead community governance.

As a national-level poverty-stricken county in a western province, T county suffers relatively low economic development, and which remains community-oriented party organization for party construction. To enhance the strength of county community party organization and the ability of community governance, T county actively learns from large and medium-sized cities and launches regional party construction. Based on the analysis of the community "big party committee" governance model adopted by T County, this paper distinguishes the urban community of T county from that of large and medium-sized cities from the perspective of social environment and community scale, and discusses the advantages and disadvantages of the community "big party Committee" model of T County in promoting regional party construction.

Through case analysis, it is found that T county's community "large Party committee" model presents two highlights, namely, the promotion of high position at the county party committee level and the balanced distribution of social resources. What’s more, this paper tries to make a theoretical interpretation of policy practice of T county regional party construction from the perspective of Compound Governance, analyze participants’ interaction of the "big" party committee, and explore the current situation, existing problems and causes of policy implementation. Targeted policy suggestions are given to provide a theoretical analysis perspective for the regional party construction of urban communities, which also provides a useful reference for other areas with the nature of urban communities, especially the economically underdeveloped areas in the west to promote regional party construction.

Through case analysis and theoretical interpretation, this paper holds that the top-level design and high-level promotion of the vertical hierarchical dimension are necessary prerequisites for building the regional party construction pattern of urban communities. For the urban communities with obvious administrative characteristics, the integration of social resources and the realization of effective governance need the overall guidance of the government. The internal unity, communication and cooperation of horizontal dimension are the basis for effective governance. At the same time, the operability in the institutional arrangement needs to be considered and the effectiveness of the policy can be ensured by establishing a long-term mechanism.
