远程教育的不断发展使得网络课程开发在网络教育学院的工作中越来越重要，但是随着远程教育招生规模的扩大以及开设专业的增多，网络课程开发任务日益繁重，网络教育学院面临着在时间、资源有限的条件下开发大量高质量网络课程的困难和挑战。如何改进网络教育学院网络课程开发的管理模式，提高网络课程开发的工作效率，越来越受到网络教育学院管理人员的关注。随着IT技术的发展，工作流管理系统的使用越来越深入到企业常规的管理工作中。工作流管理系统的目标是通过规范流程的自动化执行来保证工作任务的正常运转，协调工作过程中的各个环节，达到提升工作管理能力的效果。工作流管理系统对复杂的业务过程有着强大的控制能力，在企业信息化过程中发挥着非常重要的作用。本文首先在对东财网院网络课程开发实践调研分析，并参考已有研究成果的基础上对其“以活动为中心”网络课程开发流程进行了梳理和优化，并基于《财务管理》课程的开发对流程进行了验证和优化，解决了东财网院该类课程开发流程规范化的问题，并为网络课程开发工作流管理系统的开发奠定了基础。然后对JBPM工作流引擎进行了系统的分析，并以实际的工作流程为例，说明了如何基于JBPM进行工作流建模，以此证明了本论文所提出的基于JBPM引擎开发工作流管理系统的可行性，并进一步设计了网络课程开发的工作流管理系统。

The continuous development of distance education makes the development of web course more and more important in colleges of Cyber Education. But with the expansion of enrollment and the increase of specialities in distance education, course development becomes more and more arduous. It’s a challenge for colleges of Cyber Education to develop a large number of high-quality online courses under condition of limited time and resources. It becomes more and more focused by the managers that how to improve the management and effectiveness of web course development. With the development of IT (Information Technology), WfMS (Workflow Management System) is being used in business management more and more. It aims to ensure the normal operation of tasks, coordinate every aspect in the process and improve the work management capabilities through the implementation of automated processes. WfMS has a strong ability to control the complex business processes and plays a very important role in the process.of enterprise informatization. First of all, this paper conducts a survey of the situation of web course development in College of Network Education in Dongbei University of Finance and Economics and optimized the specification of its activity-centered course development process. Based on the practice of development of the course of Financial Management, a typical course in the college, the specification is verified.Secondly, this paper does an systematic analysis of JBPM, and uses an typical example workflow in the practice of web course development to illustrate how to model with JBPM. It proves the feasibility of the solution given by this paper. Then, this paper gives a solution of workflow management system of web course development.
