当前我国新的发展形势下,高校作为教育的重地和高地,被赋予了重要的历史使命和社会职能。人才培养和社会服务是高校的主要职能,大学生社区志愿服务正是将两种使命有机结合的实践育人途径,是坚持把立德树人作为根本任务,坚持全员全过程全方位育人的充分体现,更是大学生服务社会、践行社会主义核心价值观的有效实践载体。积极推进大学生社区志愿服务,对提升育人实效,促使大学生全面成长成才,促进社会主义和谐社会建设具有重要的现实意义。
本文梳理了我国大学生社区志愿服务的萌芽酝酿时期、诞生初始时期、探索开拓时期、创新发展时期等四个历史发展阶段的概况和成就。简要总结了其服务类型、领域和内容,分析了主要特点及优势,归纳了主体环节,概括了育人发展情况。
通过开展全国范围的问卷和访谈调研,分析了我国大学生社区志愿服务的现状,并总结了志愿精神教育薄弱、项目类型内容固化、供需匹配不佳、运行管理不规范、服务能力不足、协同育人机制未建立等现存问题,为提出多元协同育人模式提供了现实依据。
本文归纳了欧美日、港台等国家和地区的发展经验:一是国家志愿精神底蕴深厚,注重志愿精神培育;二是政府高度重视,各部门协同合作,善用民间社会力量;三是法律保障体系健全、倡导多元激励机制;四是以社区作为志愿服务的主要载体和场所,项目品牌化高,服务范围广;五是注重网络和信息技术使用,实现志愿服务信息化;六是重视国际交流合作。同时对内地的天津朝阳里社区、北京大栅栏街道、郜三喜烈士子女义务家教、“新青年学堂”“蓝信封”“无止桥”等六个优秀典型和品牌项目的经验与启示进行分析总结。
本文以马克思主义人的全面发展理论、社会治理理论以及协同学理论为基础,立足于立德树人为核心的高校人才培养职能和大学生成长发展规律,探讨了大学生社区志愿服务多元协同育人模式引入的必要性与可行性、运行机理与特征以及育人理念与目标,从协同学理论视角提出了大学生社区志愿服务多元协同育人模式。其中,协同建构的基本原则是多元协同育人模式的根基,统领和指导着整个协同育人模式的运行;从宏观、中观到微观层面的协同体系建设是多元协同育人模式的根本保障;子系统的协同建构是多元协同育人模式的基础,是协同育人模式的组成结构;协同机制建设是多元协同育人模式的核心内容,是协同育人的具体实现路径;协同平台建设是多元协同育人模式的运行保障,协同平台的良好运行才能实现多元协同育人模式的协同育人效果。实现大学生社区志愿服务多元协同育人模式的运行,不仅能够进一步提高大学生志愿者和社区志愿服务水平,更能有效提升高校的人才培养质量,最终实现培养中国特色社会主义合格建设者和可靠接班人的育人目标。

With the latest development of our country, colleges and universities, as significant institutions of Higher Education, are increasingly entrusted with more historical missions and social responsibilities. As authorized institutions for cultivating talents and performing social services, community voluntary services (CVSs) has become the practical channel to perform the two educational missions combined, which has truly fulfilled the fundamental task of educating talents with higher moral standards. In practice, it has become a widely recognized means to fulfill the all-round education via the whole education process, as well as for college students to serve the society and practice the socialist core values. Therefore, the further development of the community voluntary services of college students is of great practical significance to promote its educational impact, to enhance the all-round development of college students and to further the construction of a harmonious socialist society.
A comprehensive overview has been conducted from two perspectives: the general situation and the major achievements, and four major historical development stages have been generalized: the germination period, the initial stage, the exploration period, and the period of innovation and development. By summarizing the service types, fields and contents, the main features and advantages of the Chinese college students' CVSs are analyzed, and meaningful connections were established.
A nationwide questionnaire and interview investigation were employed to analyze the existing situation of college students' CVSs in our country, six salient problems were identified: the absence of voluntary spirit education; the fossilization of project types; the poor matching of supply and demand; the nonstandard operation and management; the insufficient service capacity and the absence of cooperative education mechanism, which were intended to offer a realistic guidance for effective implementation of multiple cooperative education models.
Several empirical findings of college students' CVSs were achieved through careful analyses of the experiences shared by different regions and countries like Europe, the United States, Japan, Hong Kong, and Taiwan district: firstly, profound voluntary spirit and the nation’s emphasis on the cultivation of the voluntary spirit; secondly, the great significance the government attached with effective cooperation from different departments under good use of civil force; thirdly, a healthy legal guarantee system and a multi-incentive mechanism were advocated; fourthly, taking community as the main carrier and place for advocating volunteering, projects enjoys high brand name and wide service coverage; fifthly, strong focus on using network and information technology to realize the informatization of the volunteer services; sixthly, great importance attached to the international exchanges and cooperation. The present paper has also shared some successful experience and inspirations drawn from six renowned projects in China, such as Chao Yangli Community in Tianjin, Da Shilan Street in Beijing, Gao Sanxi Martyrs’ Children’s Voluntary Home Tutoring, "the New Youth School", "Blue Envelope" and the "Never Ending Bridge".
This paper discussed the necessity and feasibility of introducing the college students’ CVSs in multiple collaborative education model, its operation mechanism and characteristics as well as the educational concepts and goals, based on the theoretic framework of Marxist all-round human development, social governance and the synergetic mechanism. Among them, the collaborative construction principle is the root, serving as the prominent and guidelines for the operation of the whole collaborative education model. The construction of collaborative system from macroscopic to mesoscopic and then to micro levels serve as the fundamental guarantee, while the collaborative construction of subsystems is basic composition of the multiple collaborative education models.The construction of collaborative mechanism is the core content and the concrete implementation path for collaborative education. The construction of cooperative platform is the operation guarantee, in which the effective operation determines the ultimate effect of the accomplishment. The study further proves that the operation of the model can improve not only college student volunteers in the community voluntary services, but also the cultivation of talents in colleges and universities, so that the goal of cultivating socialist qualified builders and reliable successors can be ultimately achieved.
