“十四五”规划要求坚持创新的核心地位,坚持科技自立自强。中医药作为我国特有资源,经历历史与现实的重重大考,展现出其独特优势。国家十分重视中医药发展,将其上升为国家战略。但当下社会中,中医药的科技创新能力仍有较大发展空间,其中中医药领域科技奖励评价体系起引导作用,但其评价指标体系大体借鉴了现代医学等其它领域,中医药自身发展规律和特点很难得到体现,阻碍了中医药科技创新的发展。因此,建立一套合理的、符合学科发展的评价指标体系是进行奖励评审的有效补充。

本研究以Z学会为例,对中医药科学技术奖(科技进步类)评价指标体系构建进行研究,基于近年专家评审文字性意见,采用程序化扎根理论,通过开放性编码、主轴编码初步构建评价指标框架,后采用两轮专家德尔菲法筛选指标,使用层次分析法确定指标权重,从而构建评价指标体系。在评价指标体系构建过程中,对政策进行分析理解,以更好进行编码。最终构建了一套包含科学技术水平、社会经济效益和推动科技进步作用3个一级指标,一级指标下设创新性、科学性、先进性、难易复杂程度、已获社会经济效益、发展前景和潜在效益等9个二级指标,形成较为全面系统的、适用于中医药学科发展的评价指标体系,各指标释义明确。由本研究内容分析得出,中医药科技进步奖与国家科技进步奖在指标设置方面均为科学技术水平、推动科技进步作用与社会经济效益三大方面。通过指标权重可以看出,中医药科技进步奖更注重考量推动科技进步作用,而国家科技进步奖则更注重科学技术水平,尤其是技术创新程度。与原有指标体系相比,增加了促进学科交叉创新发展、成果转化、发展前景与潜在效益等内容,相关指标权重有所变化。 本研究为中医药科技进步奖评价指标体系构建提供了相关理论依据,也为国家、各省市科技奖励分类评价(中医药)提供依据。同时,通过对研究结果的分析,为政策制定方向与科技管理工作提供了相关意见建议。 |

The 14th five year plan require us to adhere to the core position of innovation,and persisting in the country's self-reliance and self-improvement in science and technology. Traditional Chinese medicine (TCM) as a unique resource in China,history and reality have proven that it shows its extraordinary advantages. The state attaches great importance to the development of TCM and makes it a national strategy. However, in the current society, the scientific and technological innovation ability of TCM still has great development space,especially the science and technology of TCM Award. The evaluation method and index system draw lessons from other fields such as modern medicine. It is difficult to reflect the development law and characteristics of TCM, which hinders the development of scientific and technological innovation of TCM. International and domestic science and technology awards are mainly evaluated through peer review, its scientific rationality has been questioned by the public. A set of reasonable evaluation index system in line with the development of the discipline is an effective supplement to the reward evaluation.

This study takes Z society as an example to construct the evaluation index system of science and technology of TCM Award (Science and technology progress category). Based on the experts' opinions, the evaluation index framework is initially constructed through open coding and principal axis coding with grounded theory, and then two rounds of Delphi method is used to screen the indexes, and AHP is used to determine the index weight, so as to construct the evaluation index system. In the process of constructing the evaluation index system, we should analyze and understand the policies to better code them. Finally, a comprehensive and systematic evaluation index system for the development of TCM was constructed,including 3 first level indicators:level of science and technology, social and economic benefits, promoting the progress of science and technology, and 9 second level indicators,for example,innovativeness,scientific, advanced, difficult and complex, social and economic benefits,development prospects and potential benefits.The definition of each index was clear. From the analysis of this research content, it can be concluded that the indicators of science and Technology of TCM Award and National Prize for Progress in Science and Technology can improve the level of science and technology, promote the role of scientific and technological progress, and increase social and economic benefits. Due to the special development law of TCM discipline, science and technology of TCM award pays more attention to the role of promoting scientific and technological progress, while National Prize for Progress in Science and Technology pays more attention to the level of science and technology, especially the degree of technological innovation. This study not only provides a theoretical basis for the construction of the evaluation index system of science and technology of TCM award, but also provides a basis for the classification evaluation of National Prize for Progress in Science and Technology.
