在21世纪的数字时代,通过互联网在网络空间的互动已经成为人们生活的一部分,网络正在成为人类第一大沟通媒介。在网络空间,健康的评论非常重要。但是一些毫无根据的内容侵害了对方的人权、亵渎了对方的人格,这些恶意留言会给真正受害的当事者带来极大的精神痛苦,有时甚至会将生命抛到脑后。论文中对韩国“善意回帖运动”的发展情况、存在的问题进行了研究。特别是“善意回帖运动”通过善意回帖教育,让处于人性教育最佳时期的青少年积极参与到赞许和鼓励的善意回帖运动中,并逐渐形成正确的网络讨论文化和健全的网络文化，这方面值得更多国家的发展参考与借鉴。

In the digital era of the 21st century, the interaction in cyberspace through the Internet has become a part of people's life, and the network is becoming the largest communication medium of human beings. In cyberspace, healthy reviews are very important. However, some baseless content infringes the human rights of the other party and desecrates the personality of the other party. These malicious messages will bring great mental pain to the real victims, and sometimes even leave their lives behind. This paper studies the development and existing problems of the Goodwill reply campaign in South Korea. In particular, the Goodwill reply campaign through the goodwill reply education, let the youth in the best period of human nature education actively participate in the praise and encouragement of the good faith reply campaign, and gradually form a correct network discussion culture and a sound network culture, which is worthy of reference for the development of more countries.
