改革开放以来，我国的中小型民营企业在国家经济发展中发挥了重要的作用，成为国民经济的重要组成部分。但面临着国内国际激烈的市场竞争，中小型民营企业要生存、要发展，就一定会面临着各种风险（来自外部和内部的）。本文通过对我国中小型民营企业发展及管理现状所面临的风险分析，借鉴了国外中小型民营企业风险管理的经验，对政府在我国中小型民营企业风险管理中的化解作用进行了研究，提出了我国中小型民营企业要想进一步发展，就要规避或降低来自各方面的风险，而如何规避或降低企业风险，这些都离不开政府的支持和管理。本文提出了政府应从八个方面支持和关心中小型民营企业的发展，即政府应提高对中小型民营企业的政策支持力度；政府应帮助中小型民营企业建立完善的内部控制制度；政府应引导中小型民营企业塑造和培育独特的企业文化，增强风险意识；政府应指导中小型民营企业建立风险信息系统，强化内外部信息的沟通；政府应要求中小型民营企业加强企业内部和外部环境的监测，以规避风险产生；政府应帮助中小型民营企业领导提高素质，增强风险意识；政府应指导在中小型民营企业内形成良好的风险知识学习氛围；政府应鼓励中小型民营企业建立有效的激励机制，激活企业人才，提高员工素质。只有这样我国中小型民营企业才能够在激烈的国内、国外市场竞争中，提高抗风险的能力，能够发展壮大。

Since the reform and opening up, China's small and medium-sized private enterprises play an important role in the development of national economy, has become an important part of the national economy. But faced with domestic and international competitive market, small and medium-sized private enterprises to survive and develop, it must be faced with various risks (internal and external). In this paper, through the analysis of the development and management of the status of small and medium-sized private enterprises risk, from the risk management of foreign small and medium-sized private enterprises experience, to resolve the role of the government in the risk management of small and medium-sized private enterprises were studied, proposed our country small and medium-sized private enterprises to further development, to avoid or to reduce the risk from various aspects, and how to avoid or reduce business risk, these all cannot do without government support and management.This paper presents the development of eight aspects, the government should support and care for small and medium-sized private enterprises, the government should increase support for small and medium-sized private enterprises policy; the government should establish and perfect the internal control system to help the small and medium-sized private enterprises; the government should guide the small and medium-sized private enterprises creating and nurturing a unique corporate culture, enhance the risk awareness the government should establish the risk information system; guide the small and medium-sized private enterprises, strengthen internal and external information communication; the government should strengthen the monitoring of internal and external environment of the enterprise requirements of small and medium-sized private enterprises, in order to avoid risks; the government should help small and medium-sized private enterprises to improve the quality of leadership, strengthen the risk consciousness; the government should guide in the small and medium private within the enterprise to form a good risk knowledge learning atmosphere; the government should encourage the small and medium-sized private enterprises to establish an effective incentive mechanism, the activation of enterprise talent, improve staff quality. Only in this way, China's small and medium-sized private enterprises can in the fierce market competition, the domestic and abroad, to improve the ability to resist risks, to development.
