在基础教育改革不断推进的过程中,基于实现学科核心素养的目标,《普通高中思想政治课程标准(2017年版)》第一次在思政教学领域提出了议题教学的理念。议题教学成为了思想政治学科教学研究关注的热点,是建设活动型课程的关键路径和主要方式。本文以新课改提出的学科核心素养以及活动型课程的要求为基础,从议题教学的概念界定出发,在理论上明晰议题教学的价值内涵,通过对教师和学生这两个课堂主体的问卷调查,探究当前议题教学在实践中存在的问题,并予以方法论的改善建议,让议题式教学更快更好进入课堂,充分发挥其优势,最终实现学生思想政治学科核心素养养成的教育目标。

In the process of the continuous promotion of basic education reform, based on the goal of achieving the core quality of the discipline, the standard of Ideological and Political Curriculum of senior high school (2017 version) for the first time proposed the teaching concept of "Issues Education". Issues education has become the focus of Ideological and political education and teaching research, which is the key and main way to build activity-based curriculum. Based on the core quality of subjects and the requirements of activity-based curriculum proposed by the new curriculum reform, this paper starts from the definition of the concept of issues education, clarifies the value connotation of topic teaching in theory, explores the problems existing in the practice of issues education through the questionnaire survey of teachers and students, and gives specific suggestions on methodology, so as to make issues education faster Better access to the classroom, give full play to its advantages, and finally achieve the cultivation goal of students' Ideological and political discipline core literacy.
