21 世纪世界各国科技革命迅猛发展,相应地,各国对科技创新政策要求也越来越高。北京市人民政府新闻办公室发布的《北京市“十四五”时期国际科技创新中心建设规划》中明确提出:到 2025 年,北京国际科技创新中心基本形成,建设成为世界主要科学中心和创新高地;到 2035 年,北京国际科技创新中心的创新力、竞争力、辐射力于全球领先。事实上,自2006 年开始,北京市的科技创新政策已经开始了转型,那么如何深入分析北京市科技创新政策在转型过程中的演变过程呢?本论文借鉴以往论文并在研究对象和研究方法上进行创新,以 2006-2023 年北京市科技创新政策为研究对象,运用词频分析、共词分析等研究方法,从政策领域、政策功能、政策措施方面对 2006-2023 年期间北京市科技创新政策的关键词进行分析和聚类。本研究结合 国家科技创新发展规划,总结 2006-2023 年期间北京市科技创新政策发展各 阶段主题特征,研究北京市科技创新政策内容体系的架构与演变,并为落后 地区今后的科技创新政策提出参考建议。

外文摘要:

In the 21st century, the rapid development of technological revolution in various countries around the world has led to increasingly high demands for technological innovation policies. The "14th Five Year Plan for the Construction of International Science and Technology Innovation Centers in Beijing" released by the Information Office of the Beijing Municipal People's Government clearly states: By 2025, the Beijing International Science and Technology Innovation Center will be basically formed and built into a major scientific center and innovation highland in the world; By 2035, the innovation, competitiveness, and radiation of the Beijing International Science and Technology Innovation Center will be leading globally. In fact, since 2006, Beijing's science and technology innovation policies have begun to transform. So how to analyze the evolution process of Beijing's science and technology innovation policies in depth during the transformation process? This paper draws inspiration from previous papers and innovates in research objects and methods. Taking Beijing's science and technology innovation policies from 2006 to 2023 as the research object, it uses research methods such as word frequency analysis and co word analysis to analyze and cluster the key words of Beijing's science and technology innovation policies from policy areas, policy functions, and policy measures. This study combines the national plan for the development of scientific and technological innovation, summarizes the main characteristics of the development of scientific and technological innovation policies in Beijing from 2006 to 2023, studies the structure and evolution of the content system of scientific and technological innovation policies in Beijing, and provides reference suggestions for future scientific and technological innovation policies in underdeveloped areas.
