从2002年开始,烟草行业组织机构发生了较大的变化,烟草企业进行了工业与商业的机构分离,其特点是:在现行国家烟草专卖体制和法规约定之下,重点对烟草公司的组织职能进行明确划分,工业公司(各省级中烟公司)负责烟草企业的生产活动,商业公司负责其辖区烟草的系统外销售业务。 工商分离的组织机构模式,使商业企业在占据区域零售市场垄断的同时,工业企业在区域范围内失去了垄断政策的支持,必须以商业企业为客户,面向国内市场进行充分竞争。机构调整的目的主要是打破烟草品牌的局部地区垄断,利用市场机制形成国内的“大企业、大品牌、大市场”。这一政策的实施,为国内烟草市场迅速带来活力,促使全行业烟草企业近10年来利润和税收大幅增长,成为国家财政收入的重要来源之一。工商分离组织架构的调整取得了显著成效,但随着近10年的不断发展,产销衔接过程中的问题也逐步显现,主要表现为:工业卷烟生产供给与商业市场消化不同步的矛盾、快速响应零售市场与库存成本上升的矛盾,以及工业的激烈竞争与商业区域垄断所导致的风险不对称的矛盾。烟草企业的工商分离模式,是烟草行业组织机构调整的一次重大进步,符合烟草市场经济发展需要。本文通过分析论证认为:在不改变工商分离的组织架构前提下,烟草行业的工业企业与商业企业,需要建设新的工商协同业务模式,以形成烟草产品供应链的良性互动机制,解决工商分离组织架构下的产销矛盾。烟草企业工商协同的业务体系架构建设,主要包括:在商业端建立营销一体化协同体系、在工业端建立以销定产的协同体系,在工商业之间建立工商物流一体化的协同互动机制。通过工商协同的业务体系建设,使烟草企业能够更加快速响应市场需求,有效降低生产经营各环节的成本,实现行业资源的合理配置与有效调度。

The tobacco industry organization has undergone great changes since 2002, The tobacco companies were the separation of industrial and commercial institutions, which is characterized by: a clear division of existing national tobacco monopoly system and regulations under the convention, focusing on the functions of the organization of the tobacco companies, industrial companies (the provincial Tobacco Company) responsible for tobacco the production activities of enterprises, commercial companies responsible for sales in the area of tobacco system.Separation of business organization model, the monopoly in the area occupied by the retail market and commercial enterprises, industrial enterprises within the region lost its monopoly policy, commercial enterprises for the domestic market to full competition, its main purpose is local regional monopolies to break the tobacco brand, the use of the market mechanism for the formation of the domestic large enterprises, big brands, big market ". The implementation of this policy of the domestic tobacco market quickly bring vitality to promote industry-wide tobacco company profits and taxes in the past 10 years, significant growth, becoming an important source of state revenue.Business and separation organizational structure adjustment has achieved remarkable results, but with nearly 10 years of continuous development, production and marketing of convergence process gradually revealed, mainly as follows: industrial production and supply of cigarettes and commercial markets digest is not synchronized contradictions, fast response retail market and inventory costs rise contradictions, as well as the fierce competition of the industry and the commercial area monopoly due to the risk of asymmetric conflicts.Separation mode for Industry and Commerce of the tobacco companies, is a major improvement of the organizational restructuring of the tobacco industry, in line with the current objective economic environment. In this paper, the analysis demonstrated that: under the premise does not change the organizational structure of the separation of business and industrial enterprises and commercial enterprises of the tobacco industry, the need to build new industrial and commercial cooperative business model, tobacco products supply chain to form a positive interaction mechanism.Tobacco of commercial and industrial collaborative business architecture building, including: marketing integrated collaborative system established on the commercial side, on the industrial side to create a collaborative system to market ability, established between the industrial and commercial business logistics integration synergistic interaction mechanism. By industrial and commercial cooperative business system, the tobacco companies to more quickly respond to market demand, and effectively reduce the cost of production and operation of various aspects of the industry rational allocation of resources and effective scheduling.
