工作态度、岗位倦怠、工作绩效、组织行为、人员激励机制等会对工作价值观和工作满意度产生影响,本研究通过了解基层公务员工作价值观和工作满意度的特征特点,对比年龄、受教育程度、所学专业、政治面貌、婚姻状况、行政级别等不同的基层公务员在工作价值观与工作满意度上的差异,研究工作价值观与工作满意度之间的关系,并依据结论对基层公务员的组织管理和激励机制提供相应的参考意见。

本研究中对395名内蒙古地区的公务员进行问卷调查,通过收集问卷的方式收集调查对象的工作价值观与工作满意度的数据。数据汇总后,运用SPSS统计分析软件,采用信效度检验、独立样本T检验,单因素方差检验、相关分析和回归分析的统计方法对获得的问卷数据展开了研究,结果表明:一、基层公务员对工作价值观各维度的重视程度不同,由高到低顺序是:外在价值>角色平衡>内在价值,其工作价值观因个人背景变量的差异呈现不同特点。二、基层公务员的工作满意度整体较高,各个维度的满意程度顺序为:外部满意度>内部满意度,其工作满意度因个人背景变量的差异呈现不同特点。三、基层公务员工作价值观与工作满意度及其各维度之间显著正相关,工作价值观各维度与工作满意度及其各维度之间显著正相关,所以工作价值观及工作价值观的各维度对工作满意度都具有重要的预测意义。

        为此,对基层公务员的管理工作提出如下建议:一是基于公务员个体特点,进行差异化管理。二是通过各种有效途径,强化基层公务员工作价值观建设,三是注重基层公务员心理状态,以有效预防职业倦怠。本文通过对内蒙古地区基层公务员的工作价值观及工作满意度等方面进行了调研,为进一步了解基层公务员的真实工作状态及下一步的管理提供了理论支撑,丰富了现有有关基层公务员管理研究的文献。

Work mannerorganizational commitment,employee incentives,job burnout,and job performance affect work values and job satisfaction.This study is intended to realize the current situation of the grass-roots civil servants work values, job satisfaction,the relationship between work values and job satisfaction.And then analyze differences in work values and job satisfaction of grassroots civil servants under different backgrounds.Finally,according to the result of the result,putting forward some corresponding suggestions for the reform of grassroots civic servant management.

There are 395 civil servants in Inner Mongolia took part in the survey.The study investigated the work value and job satisfaction of respondents.The data were analysed by SPSS ,and the methods include reliability and validity analysis, descriptive statistics, test, correlation analysis and regression analysis.The results demonstrate that: The first,the grass-roots civil servants attach different importance to different dimensions of work values,the order of attention is: the extrinsic value,work-life balance,the intrinsic value.There are significant differences in work values among grass-roots civil servants with different background.Secondly,the grass-roots civil servants have higher overall job satisfaction,and the external satisfaction is higher than internal satisfaction.There are significant differences in job satisfaction among grass-roots civil servants with different background.Thirdly, there is positive correlation relationship between work values and job satisfaction,and all dimensions of work values significant predictive effects on overall job satisfaction.

Based on the above analysis,the following suggestions are put forward for the management of grass-roots civil servants:To targeted implementation of management measures according to the individual characteristics of civil servants;To strengthen the construction of civil servants' work values by adopting a variety of effective ways;We should pay attention to the mental state and job burnouts situation of grass-roots civil servants.

      The paper studies the work values and job satisfaction of grass-roots civil servants in Inner Mongolia and provides theoretical support for understanding the real working status of grass-roots civil servants,and has enriched the existing on the management of grassroots civil servants.
