英国高等教育质量保证体系研究摘 要英国高等教育质量保证体系具有高度规范化、制度化的特征。本文以英国高等教育质量保证署（QAA）主持下的英格兰、北爱尔兰高等院校本科教育质量保证体系为研究对象，对20世纪90年代以来英国高等教育质量保证体系的发展、建构、矛盾冲突，尤其从2002年至今的QAA主持下的高等教育质量保证体系作了全面综合的分析研究。除绪论以外，全文共分四章。第一章分析英国高等教育质量保证体系的背景及其历史沿革；第二章分析英国外部质量保证体系的构成及其运行；第三章分析英国高等院校内部质量保证体系的建构及其实施；第四章从高等教育治理视角和质量保证机制视角对英国高等教育质量保证体系进行分析研究，并概括得出英国高等教育质量保证体系的未来发展趋势。以20世纪80年代英国政府新公共管理改革为契机，英国评估型政府的兴起和审核社会的出现，要求英国高等教育更好地应对国家经济发展要求、市场需求和社会公众问责，英国高等教育的内外部环境发生了极大变革，这一切成为英国高等教育质量保证体系产生的背景根源。通过对英国高等教育外部与内部质量保证体系的综合分析，详细阐述以QAA为代表的英国高等教育外部质量保证体系的建构、实施过程、评估标准及实施结果，在个案分析的基础上研究了英国高等学校内部质量保证管理组织体系及其实施机制，分析得出英国高等教育质量保证体系的发展趋势、优势及其存在问题。最后，以高等教育治理理论为理论基础，分析英国高等教育质量保证体系建构中的权力分配和利益冲突问题，如何实现院校自治、国家调控和市场调节之间的均衡；从高等院校组织整合与文化重建的角度，分析英国高等教育质量保证机制的发展沿革，得出英国高等教育质量保证机制从传统文化机制出发，到科层机制和市场机制的介入，最终回归到文化机制；英国高等教育已经走过了由外部强制性约束走向内部自我规范与约束的发展历程，建立内部质量保证体系已经成为英国高校的普遍性自觉行为的结论。未来英国高等教育质量保证体系显现出以下发展趋势：积极发挥高校主动自觉性，扩大高校自主权；以学生为中心，突出服务意识；保证公众问责，关注成本效益以及从质量保证走向质量提高。英国高等教育质量保证体系的发展历程，可以看出高等教育质量保证的最终责任必须回归到大学自身，外部质量保证的重点是对高校内部质量保证机制的建构与绩效进行审核。本研究对中国高等教育评价体系的建构完善具有一定的借鉴意义。关键词：英国；高等教育质量保证；英国高等教育质量保证署；外部质量保证体系；内部质量保证体系；高等教育质量保证机制

QUALITY ASSURANCE IN HIGHER EDUCATION IN UK ABSTRACTOne of the legacies of the 1990s is that quality became a central concern in higher education. The quality assurance in higher education in UK is characterized with highly regulative and institutionalized. The focus of this research is on the quality of teaching and learning of undergraduates in the UK. Chapter 1 sets the theme of quality assurance in the broader context, describes the quality assurance arrangements to which UK higher education institutions were subject prior to 1992; the differences of view about quality assurance between the representative bodies; and the work of UFC and HEQC. It concludes by proposing a model for a new quality assurance framework proposed by the QAA. Chapter 2 analyses the QAA external quality assurance framework, this comprises institutional audits by the QAA, the publication of information about quality and standards through the Teaching Quality Information web-site, and the National Student Survey. The revised quality assurance processes were implements through a transitional cycle between 2002 and 2005. Chapter 3 outlines the arrangements and procedures of internal quality assurance system in the UK higher education institutions, points out the crucial factor in a system of academic quality control, monitoring and improvement lies in efforts to create an institutional culture marked by self- criticism and a commitment to improvement in practice. Chapter 4 penetrates into the depth of the quality assurance regime in UK, analyses the future developmental tendency, the relationship between accountability and enhancement. The conclusion can be made as the self-regulation is the only effective mode of regulation for higher education.
