共享单车自2016年陆续在全国各大城市兴起，因其形式新颖、使用便捷、价格适宜等特点，用户规模迅速发展。共享单车有效解决了市民的短途出行问题，但随着其快速发展，短时间内各品牌单车企业快速进入市场，不同品牌的单车大量投放，导致了各种问题出现，例如部分共享单车随意停放阻碍了正常交通、大量单车堆积阻碍城市交通、个别市民恶意毁坏和偷盗共享单车、单车企业倒闭无法正常退还用户押金等。面对共享单车市场发展过程中出现的问题，仅靠市场的力量是不够的，需要政府相关部门出台相关的政策并加强监管、积极引导。 本研究以“互联网+”背景下共享单车的政府监管为主题，以北京市为例，通过问卷调研、访谈和文献资料收集的方式，深入了解了北京市共享单车政府监管工作目前存在的问题和原因，通过政策立法层面、监管执法层面、宣传影响层面和市民教育引导层面，对北京市共享单车的政府监管工作存在的问题及原因进行了分析，并以公共治理理论作为切入点，结合国内外关于共享单车政府监管的经验，通过政策立法完善、监管执法落实、监管形式创新、宣传影响强化和精神教育加强等角度，探讨北京市共享单车的政府监管工作建议，以期为北京市以及国内共享单车的政府监管工作提供有效参考。

Since 2016, shared bicycles have been rising in major cities across the country. Due to its characteristics such as novel form, convenient use, and affordable prices, the scale of users has grown rapidly. In the face of problems in the development of the shared bicycle market, the power of the market alone is not enough, and relevant government departments are required to issue relevant policies and strengthen supervision and active guidance. Sharing bicycle effectively solved the problem of short-distance travel in the major city problem of the “last kilometre” of the citizens. However, with its rapid development, various brands of bicycle companies quickly entered the market within a short period of time, and a large number of bicycles of different brands were launched, causing various problems, such as the free parking of shared bicycles hinders normal traffic, the accumulation of a large number of bicycles obstructs urban traffic, individuals maliciously destroy and steal shared bikes, and the failure of normal bicycle companies to return user’s deposits.. In the face of problems in the development of the shared bicycle market, the power of the market alone is not enough, relevant government departments are urgently required to issue relevant policies and strengthen supervision and guidance. This study takes the government supervision of sharing bicycles based on the “Internet+” . Taking Beijing as an example, through questionnaire surveys, interviews, and collection of documentary materials, we have in-depth understanding of the current problems in the government’s supervision of sharing bicycles in Beijing.. the level of supervision and law enforcement, the impact of propaganda, and the level of citizen education and guidance, the problems and causes of government supervision of sharing bicycles in Beijing are analyzed. Through the policy legislation level, the supervision and law enforcement level, the impact of propaganda level, and the citizen education guidance level, the problems and causes of government supervision of sharing bicycles in Beijing were analyzed as well.. Finally, taking the public governance theory as an entry point and combining domestic and foreign experiences on the government supervision of sharing bicycles, the management of Beijing’s sharing bicycles was explored through the perspectives of perfecting the policy legislation, implementing supervision and law enforcement, innovating regulatory forms, enhancing the impact of propaganda, and strengthening spiritual education. It is expected that this study can provide effective reference for government supervision of sharing bicycles in Beijing and China.
