信息技术的日新月异改变着大学行政部门的组织结构和运作方式,特别是随着电子校务环境的生成、教育信息化的发展、大学行政部门组织规模扩张的需要,更加激发了大学行政部门组织结构改革的迫切需求。之所以将电子校务的环境、教育信息化的强大背景以及大学行政组织规模的增长作为问题研究的出发点,主要有以下三点理由:首先,从研究角度来看,本文试图从微观的电子校务环境出发研究具体大学行政部门组织在其影响下所发生的细微变化,从而得出电子校务环境所具有的微观意义;其次,从研究内容来看,教育信息化发展的背景使高校行政部门组织具备了变革的上方宝剑和制度环境,大学行政部门组织规模的增长使组织变革有可施展的空间。本文试图通过电子校务环境下大学行政部门组织结构的嬗变过程及方法设计来说明制度对技术的决定作用,在制度先行变革的前提下,信息技术对组织变革起到推波助澜的作用;再次,从研究结果来看,电子校务环境是宏观意义上的环境,它处于当前大学行政部门组织环境中的广阔层次。虽然它对高校组织的影响是一个隐性的、渐进的过程,而恰恰是这种隐性的影响将产生潜移默化的作用并将产生革命性的变革结果。随着教育信息化建设的深入,从单个业务的自动化阶段、网络业务的开展到业务流程的重组、管理系统的整合以及新网络业务的拓展,大学电子校务的建设经历了四个发展阶段,电子校务建设如火如荼。但从中我们可以清醒地看到,大学电子校务的建设与行政部门的管理改革始终存在着“两张皮”的现象,即电子校务只是作为处理行政日常业务的附加手段,而没有真正渗透到利用信息技术推动大学行政部门组织结构变革的关键环节。因此,通过本研究,期望能够达到信息技术与组织变革的有机结合,并进而达到大学行政部门组织结构的最佳配置。本文继承古典组织结构理论、现代组织制度理论、系统权变组织结构理论以及新制度经济学组织结构理论的研究成果,基于对理论与现实的分析,主要从组织结构的三个维度--管理层次、管理幅度和管理深度,围绕大学行政部门组织结构特性、电子校务环境下大学行政组织结构的嬗变和建构问题展开研究,并力图在传统组织理论的指导下进一步丰富和发展大学行政部门组织结构改革实践。通过研究,本文主要得出如下结论:建构合理的大学行政部门组织结构有利于大学行政组织的高效运行,对大学行政部门组织结构进行科学的设计,并对传统大学行政组织的“刚性结构”进行有效的调整,对行政机构进行有效的整合,减少管理层次,提高管理幅度,增强管理深度,提高组织运行效率,将成为电子校务环境下大学行政部门组织结构变革的新动向;电子校务环境下,大学行政部门管理正向着信息网络集成、在线决策支持阶段发展。在这一过程中,计算机将不再是信息的储存、加工、处理和传输的工具,电子校务系统也不只作为单个和孤立的信息单元,而是利用集成网络更多地承担在线管理、决策支持和服务的任务,使行政效率大大提高;高校电子校务不是传统政务与信息技术的简单叠加,也不是传统行政模式的电子化复制,而是借助于信息技术对传统行政模式的“革命化”改造。高校电子校务只有与大学行政部门组织管理创新紧密结合,才能发挥其应有的作用,才是成功的发展之路。

The rapid development of the information technology is changing the organizational structure and operations of the university administrative function.Especially,the evolution of e-school environment,the deepening of educational informationization and the organizational expansion urgently demand the structural reform of the university administration,and they have formed the staring point of my research.Firstly,this paper starts with the micro e-school environment to observe the slight changes of organizational structure of a specific university administration,so that the micro significance of e-school environment can be found.Secondly,educational informationization provides the organizational reform with legitimacy and institutional environment,and the organizational expansion of university administration provides the organizational reform with the chance.The study tries to explain the decisive role of the institution on the techniques by analyzing the changing process of the organizational structure and its method designing in e-school environment.On the premise that the institution changes beforehand,the information technology adds fuel to the changes.Thirdly,e-school environment is an organic part of the university organizational environment.Although the influence of the e-school environment on the university organization is an implicit and gradual process,it will ultimately bring about the revolutionary changes.The development of e-school is speeding up along with the progress of the informationization.Four stages mark its development,from the automation of separated business to the whole business process re-engineering,and to the development of new network business.However,it should also be clearly noticed that the construction of university e-school and the reform of administrative departments are not integrated quite well.University e-school is only a supplementary way in dealing with the daily administration,has not truly become the key factor to promote the reform in the organizational structure of university administration.For this particular reason,my research tries to find the way of organic integration of information technology and the organization reform,and further to find the best model of the organizational structure of university administration.Based on the analysis of theory and reality,this study develops its discussion from three dimensions of the organizational structure:administration layer,administration span of control, and administration depth,focusing on the problems of organizational structure characteristics of university administration,the changing and building of university administrative organizational structure in e-school environment.This research inherits the results of classical theory,modern organizational systems theory,systems theory and contingency organization theory as well as new institutional economics,and also tries to enrich and develop the practices of organizational structure reform of university administration guided by the traditional organization theory.Three conclusions have been reached:(1)The creation of a reasonable organizational structure of university administration contributes to the efficient operation of administrative organization,so designing organizational structure of university administration scientifically,adjusting rigid structure of the traditional university administrative organization effectively,integrating the administrative departments efficiently ,reducing the layers of administration,widening the span of control,enhancing the depth of administration,and improving organizational efficiency are the new trends in the organizational structure reform of university administration in e-school environment.(2)The operation means of university administration is moving towards the integration of information networks and online decision support.During this period,the computer will no longer be the tool of information storage,information processing and information transmission,and the e-school system will no longer be a single and isolated information unit,but the headquarter of information networks which assumes the tasks such as online management,online decision support and online service,and all these will improve significantly the administrative efficiency.(3)University e-school is not the simple overlay of traditional administration and new information technology ,not the duplication of traditional administrative way in the electronic form,but the revolutionary reconstruction of traditional administration model.Only by close integration with the administrative innovations will the university e-school be able to play a proper role and pave its way for success.
