随着社会发展和不确定性的增加,家庭纠纷日益引起人们的关注。本文聚焦家庭社会工作中行政化与专业性之间的矛盾与平衡问题,运用参与观察和半结构访谈等方法,对安徽省 Y 区妇联下属的婚姻家庭辅导中心进行个案分析,详细描述了该中心的组织情况和服务流程。研究发现,家庭辅导中心在有效同时,也存在着服务中存在简化和阉割的现象,服务过程中面临时间和资源有限、专业关系模糊、单一的评估体系等问题。
本文从社工专业性缺失的表现、专业性困境的行政归因,以及行政化与专业性的平衡三个方面对婚姻家庭辅导中心的工作进行了描述性分析,探讨了在开展社会工作过程中行政化与专业性之间的冲突表现、内在关联以及平衡机制。研究发现:冲突具体表现为案主自决与强制介入、预估完整与预估简化、服务深入与服务浅层、全面评估与绩效单一等五个方面之间的矛盾;这些冲突源于妇联组织自身存在行政化现象,在弱嵌入的背景下,专业社会工作的开展不得不受到妇联系统行政性的制约,行政的统筹性、高效性和目的性进一步造成了家庭社会工作专业性的困境;而社会工作者本人在其中也充分发挥着自身的能动作用,实现了专业性和行政性的平衡。
基于此,提出要加强专业性建设,如规范服务程序、加强专业人才建设及管理培训、延伸家庭服务手臂,拓宽服务领域等。同时也要利用行政资源,合理去行政化,如优化资源配置、减少行政干预、健全绩效评估体系等。本研究对于解决家庭社会工作中的去行政化和提高专业化有一定实践意义。

With the development of society and increasing uncertainty, family disputes have increasingly attracted people's attention. This article mainly focuses on the contradiction and balance between administrative and professional aspects in family social work. Through participant observation and semi-structured interviews, a case analysis was conducted on the Marriage and Family Counseling Center under the Women's Federation in Y district, Anhui Province, describing the organization and service process of the center in detail. The article points out that there are simplification and castration phenomena in marriage and family social work services, and problems such as limited time and resources, blurred professional relationships, and a single evaluation system are faced during the service process.

This article analyzes the manifestations of the lack of professionalism in social work, the administrative attribution of professional dilemmas, and the balance between administration and professionalism. It explores the conflict, internal relationship, and balance mechanism between administration and professionalism. The conflicts are specifically manifested in five areas: client autonomy versus mandatory intervention, complete estimation versus simplified estimation, deep service versus surface service, comprehensive assessment versus single performance, etc. These conflicts arise from the administrative phenomenon within the Women's Federation organization. In a weakly embedded context, the development of professional social work has to be constrained by the administrative nature of the Women's Federation system. The coordination, efficiency, and purposefulness of administration further cause professional dilemmas in family social work. Social workers play an active role in achieving a balance between professionalism and administration. On the one hand, they flexibly adjust the boundaries of their profession and adopt more simple and effective ways of intervention. On the other hand, they also seek greater space for their own professionalism and development through a vague understanding of the rules and requirements of the Women's Federation organization.

Based on this, this study proposes to strengthen professional construction, such as standardizing service procedures, strengthening professional talent construction and management training, extending family service arms, and broadening the scope of services. At the same time, it is also necessary to use administrative resources reasonably and go de-administrative in a rational way, such as optimizing resource allocation, reducing administrative intervention, and improving performance evaluation systems. This research has practical significance for solving administrative problems in family social work and provides ideas and methods for related fields.
