卫生监督是国家管理社会公共卫生事务的重要形式和手段。自建国初着手建立卫生监督制度以来，中国的卫生监督体系逐步完善，纳入了法制化轨道，卫生监督队伍也迅速发展。然而，随着中国医药卫生体制改革进入攻坚期，卫生监督体制改革也走到了一个关键时期，特别是食品监管职能的划转，使得卫生监督机构的发展迎来了一个攻坚时期。本文试图为这个攻坚克难的过程给出自己的观点。在研究中，首先对卫生监督工作的研究范围进行了界定，并对一些卫生监督工作的术语进行了解析，点出了本文的创新点。然后在阅读大量文献资料的基础上，对国内外关于卫生监督的研究成果进行了总结，并为卫生监督工作在公共管理学、公共政策分析学和公共经济学等领域内找到了理论基础。接下来，采用了资料分析法、观察法及访谈法，通过一系列的调查、分析，在掌握了大量的第一手资料的前提下，本文详细分析了承德市卫生监督工作的情况，包括机构、人员，人事管理，物质资源，以及全市卫生监督职能的开展情况和体系建设情况。通过对各种数据的汇总和分析，本研究在短暂的时间中尽可能找出了承德市卫生监督工作进一步发展所将面临的困难，并针对问题的解决给出了自己的思考和建议。分析后，本文对承德市卫生监督工作给出了监督职权不一致，体系不完善； 财政保障严重不足，设备缺口大；人力资源不足，管理有缺陷；执法运行机制不理顺，工作协调难度大；意识转变慢，职能弱化与监管不力并存的结论。针对这些问题也给出了进一步核定机构、人员编制；加强卫生监督人员管理，提高待遇水平；加快实施卫生监督机构能力建设项目；推进卫生监督信息化建设的建议。

Health supervision is the national management social public health affairs of important forms and means. Since early founding to establish health supervision system, Chinese health supervision system has been improved gradually, into a legalized track. And health supervision team is developing rapidly. However, with Chinese medical and health system reform has entered a crucial period, the reform of health supervision system has come to a critical period, especially in the food regulatory functions of the transfer, the health supervision institutions development ushered in a period of assault fortified positions.This paper tries to give my own opinion about this difficult process .In the study, first of all in health supervision research range is defined, and some of the terminology of health supervision work is analyzed, point out the innovation of this paper. And then in reading a large number of literature, and on the basis of both at home and abroad to about health supervision research results are summarized, and the supervision work in public for the health management, public policy analysis to learn and public economics in fields found the theoretical basis. Next, using data analysis method, observation method and interview method, through a series of investigation, analysis, master a great deal of first-hand information, this paper gives a detailed analysis of the Chengde City health supervision work, including the organization, personnel, personnel management, material resources, and the functions of health inspection and supervision development situation and system construction. Through analyzing various kinds of data collection and analysis, I briefly during the study as well as I could find out the Chengde City health supervision work further development will face the difficulty on solving this problem, and gives his own thoughts and suggestions. After analysis of Chengde City health supervision work, the conclusion is that ,supervisory functions are inconsistent, the system is imperfect; financial security is a serious shortage of equipment gap; lack of human resources, management of defects; law enforcement operation mechanism is not straightened out, work coordination difficult; slow transition of consciousness, functional weakening and lack of supervision. To solve these problems, my suggestion is that it can be given a further check mechanism, staffing; strengthening supervision and management, improve the level of treatment; accelerate the implementation of health supervision and institutional capacity building projects; promote information construction of health inspection and supervision .
