伴随无线和互联网技术的发展，移动医疗作为一种新兴产业已成为中国乃至全球学术界和产业界共同关注的热点话题。移动医疗在为民众提供便捷、经济的医疗咨询与诊疗服务的同时，却因相关政策、法规、技术保障机制的缺失，导致移动医疗APP市场鱼龙混杂，所提供的服务良莠不齐，引发诸多不良现象和后果。移动医疗产业是相对敏感且专业化极高的领域，不仅仅关系经济的发展；还涉及到人民群众身心健康和生命安全，因为其所造成的损害具有严重的不可逆性，关乎社会和谐；所以对移动医疗APP的监管理应引起政府和社会的关注。国内目前对移动医疗管理的文献资料相对较少，本文通过分析移动医疗领域的乱象，找到医疗APP监管的重点和难点；通过业内的访谈和调研给出了监管的原则，结合相关行业文献的对比提出了监管移动医疗模式。笔者作为在中国医疗行业工作十年的从业人员，在产业升级与创新的今天，亲身参与过移动医疗APP研发和运营，见证了产业发展过程中的坎坷和风险。更希望移动医疗行业在保持创新、整合发展的同时，能给予适度的监管规范，但又不至于因为监管而冲击市场的活力，影响新媒体工作者的创新热情和动力。

With the development of wireless and Internet technologies， mobile health， as a new industry has become a hot topic of common concern in China and even in the world of academia and industry. While providing people with convenient， economical health consultation and treatment services， due to lack of relevant policies， regulations and technical guarantee mechanism， the mobile health APP market is now disordered and the services provided varies greatly， causing a lot of negative phenomena and consequences .Mobile health industry is relatively sensitive and highly specialized field, concerning not only the economic development but also the physical and mental health and security of people. Since mobile medical APP possibly cause serious and irreversible damage， which in turn do harm to the social harmony; the regulation and supervision of mobile health APPs should be cared by both the government and society.Since now the literature related to mobile health management is limited, this paper tries to find the key and difficult parts of health APP supervision through the analysis of the chaotic mobile medical field; and proposes a pragmatic regulatory model for mobile health by ways of interviews and investigation to the industry， as well as the literature study of relevant industries. As a 10-year practitioner in Chinese medical field which now go through industrial upgrading and innovation， the author participated in the development and operation of mobile medical APP， witnessed the ups and downs in the process of mobile health development. The mobile medical industry， while maintaining a growth of innovation and integration， should be given a rational regulation and supervision which otherwise can not be overmuch to decrease the vitality of the market， as well as the enthusiasm and motivation of new media participator.
