国际公益组织在我国运用不同的发展战略在公共卫生领域实施着卫生保健、生殖健康和传染病地方病防治等项目。在坚持组织自身使命价值观即通过创新战略改善全球卫生状况的同时，如何确保组织自身的稳定发展与合作伙伴关系的广泛建立是一个重要的课题。PDP （Product Development Partnership）模式是指公共部门和公司企业、科研院所和国际公益组织在以产品开发为基础的前提下为了提供可靠有效的公共卫生产品提升公众健康水平而建立起来的一种长期合作伙伴关系。本文的目的是通过对这一以产品开发为基础的合作伙伴关系开发模式的演变过程来分析国际公益组织在我国公共卫生领域的作用与影响，并进一步探讨应用此项目模式到更广泛的领域和产品的可能性与前景，以使国际公益组织可以服务于更广泛的人群，取得更为深远的社会影响和意义。本文的研究路线如下：首先论述本文的研究背景和意义、以及研究内容和方法；随后详细阐述PDP模式的概念、发展缘起和在全球公共卫生领域里的应用现况；然后通过对国际公益组织在我国公共卫生领域应用PDP模式的可行性分析，说明PDP模式在中国公共卫生领域中的应用前景；第四部分具体介绍PDP模式在我国应用的具体实践案例，从中分析出PDP模式应用的共性与特点；最后从国际公益组织在我国公共卫生领域应用PDP模式的机会与挑战进一步阐述我国的公共卫生政策发展趋势，和PDP模式应用下的国际公益组织对我国公共卫生事业的推动与影响

International NGOs have been working in China through different strategies in the varied period and focus on the fields of public health, reproductive health and the prevention and treatment for infectious disease. It is a critical topic for international NGOs to stick to their mission and value chain as they stated and meanwhile to ensure the continued development of the organization and the intensive collaboration with government health partnerships.Product Development Partnership (PDP) is a contractual agreement applied by the public health department and the medical companies, the research institutes and the international organizations in order to provide the improved public health products to benefit the global community with the foundation of the product development. The purpose of this thesis is to analyze the evolution process of PDP model and explore the impact the international organizations brought to our public health sector. It is further discussed the possibility and the prospect to implement this PDP model in a wider area and involve more products, so the international organization could provide the service to more community and obtain the profound social benefit. The research scheme of this thesis is as follows. Firstly describe the research background and the significance, the objectives and the method; then the concept of the PDP model, the history of PDP and the application status under the international framework is elaborated; thirdly the application prospect is analyzed through the feasibility study of applying PDP model in China public health sector; the fourth part is to introduce several concrete practical cases implemented in our public health field and concluding the general PDP model characters; finally to discuss the development trend of our public health policy from the challenge and opportunities the international NOGs faced in applying the PDP model, the impact and promotion to the development of public health to be involved more in the global health system is also discussed.
