公务员是国家政府机构正常运转的关键因素,其职业的特殊性和自身的特点决定了公务员的工作态度、行为和能力等问题不仅关系到其自身的绩效和职业前景,同时也关系到整个政府机关的形象和行政效率,更加关系到老百姓办事的方便性、公开性和公正性。特别是在全面从严治党不断向纵深推进、我国社会经济发展风险挑战增多、改革不断深化的背景下,公务员承受着越来越大的压力,如何发挥好公务员的主观能动性,激发公务员更加积极、主动、创新开展工作,显得尤为重要。

本文引入“工作重塑”这一组织行为学领域新近研究热点,探索在不同压力源情境下的公务员工作重塑行为,启发个人和组织如何在工作重塑中取得积极结果、创造更大效益。研究中,对公务员工作压力源重新进行了两个维度的划分和界定,对工作重塑的三维结构进行了拓展,首次提出“形象重塑”这一概念和维度,通过对 270 名公务员问卷调查分析,实证检验了公务员工作压力和工作重塑之间的关系模型。同时,还把工作价值取向、人—组织匹配作为调节变量,研究在工作压力与工作重塑关系中的作用影响。

主要结论如下:(1)工作压力源构成可以分为内源压力和外源压力两个维度,公务员对外源压力的感知较高;(2)工作重塑除传统意义的任务、关系、认知三维结构外,对公务员而言还存在形象重塑;(3)工作压力与工作重塑存在显著正相关,且不同压力源对工作重塑有不同程度的预测作用;(4)工作价值取向与工作压力、工作重塑存在显著相关关系,但在工作压力对工作重塑的影响机制中,没有调节作用;(5)人-组织匹配中,目标一致性与工作压力、工作重塑存在显著相关关系,在工作压力对工作重塑的影响机制中具有显著调节作用;(6)部分人口统计学变量在工作压力与工作重塑的作用机制中,对工作压力、工作重塑、工作价值取向、人-组织匹配四个变量存在影响。

Civil servants are the key factor in the normal operation of the national government institutions, the particularity of their profession and their own characteristics determine the working attitude, behavior and ability of civil servants which not only related to their own performance and career prospects, but also related to the image and administrative efficiency of the government department, and the convenience, openness and fairness of the people. In particular, under the background of continuous progress in comprehensively and strictly governing the party, increasing risks and challenges in China's social and economic development and deepening reform, civil servants are under more and more pressure. It is particularly important to give full play to their subjective initiative and inspire them to work more actively, actively and innovatively.

This paper introduces a new research hotspot of organizational behavior, "Job Crafting", exploring the reshaping behavior of civil servants' work under different stressors, enlighten individuals and organizations on how to achieve positive results and create more benefits in job crafting. In the study, I redefined the two dimensions of civil servants' work stress sources and extended the 3d structure of the job crafting, also its the first time to put forward the concept and dimension of "image crafting". Through the questionnaire analysis of 270 civil servants, this paper empirically examines the relationship between work stress and job crafting. At the same time, job value orientation and person-organization matching were taken as moderating variables to study their effects on the relationship between work stress and job crafting. 

The main conclusions are as follows: (1) the composition of work stress can be divided into two dimensions: internal stress and external stress, civil servants have a higher perception of external stress. (2) in addition to the task crafting, relational crafting and cognitive crafting three-dimensional structure of job crafting, there is also image crafting for civil servants; (3) there is a significant positive correlation between work stress and job crafting, and different stress sources can predict job crafting to different degrees. (4) there is a significant correlation between job value orientation and work stress and job crafting, but there is no moderating effect in the influence mechanism of work stress on job crafting. (5) in person-organization matching, goal consistency is significantly correlated with work stress and job crafting, and it has a significant regulating effect on the influence mechanism of work stress on job crafting. (6) in the mechanism of work stress and job remodeling, some demographic variables have effects on work stress, job crafting, job value orientation and person-organization matching.
