高等学校图书馆面临巨大的挑战和机遇,一方面,由于中国高等教育逐渐进入大众化的阶段,高校在校学生总数已经非常巨大,国家对高校在教育科研领域的期待不断提高,高等学校希望图书馆提供优质的文献资料服务,高校图书馆面临着前所未有的挑战;另一方面,高校图书馆也面临着重大机遇期,各个高校不断加大对高校图书馆的经费资助力度,而且与文献资料加工整理相关的公司企业也在不断增多,并且在市场上形成了一定的规模。高校图书馆在人力资源匮乏的情况下,必须通过外包方式完成高校图书馆的使命履行高校图书馆的责任。采购、分编、信息系统、读者服务和咨询等是图书馆的核心业务,具体细分,采购、分编和信息系统属于图书馆行业的核心业务,读者服务和咨询是让一所高校直接感知的核心业务。图书馆业务外包区别于普通企业的业务外包的一个表现是:图书馆不仅将非核心业务外包出去,而且也把核心业务外包出去,便于集中精力形成一所高校直接感知的核心业务。业务外包作为改善企业成本控制的经营管理方式,在节省成本和实现目标两个方面适应了高校对图书馆的要求,在业务外包的过程中,高校图书馆需要对业务外包的绩效进行考核和评估,本文从理论分析的角度指出委托代理理论是高校图书馆业务外包和绩效评估的共同理论基础。在外包关系中外包商起着举足轻重的作用,对外包商的绩效评估是高校图书馆绩效评估的一个组成部分。通过对高校图书馆业务外包绩效评估的目标、主体和客体的分析,采用平衡计分卡的方法形成高校图书馆业务外包绩效评估的指标体系,并指出影响绩效评估的重要因素和高校图书馆业务外包绩效评估的操作建议。

University Libraries face enormous challenges and opportunities, on the one hand, as Chinese higher education gradually entered popular stage, higher schools hope library provide quality literature services; the other hand, university libraries are also faced with major opportunities, various colleges and universities continue to increase funding to the university library , the literature data processing associated companies are growing, and in the market formed a certain scale. University Library in the case of lack of human resources must be accomplished the mission and responsibilities of University Libraries by outsourcing.Buying information, cataloging, information systems and user services are core business for any libraries. Buying information, cataloging, information systems are the library industry's core business; user services are a direct core business. Different from ordinary business outsourcing, library not only outsource non-core businesses, but also outsource core business. to focus on direct core business for university.As outsourcing to improve business management methods of cost control, saving costs, meet the requirements of university library to meet the needs of colleges and universities, in the process of outsourcing, university libraries need outsourcing performance of evaluation and assessment. From the point of theoretical analysis points out the principal-agent theory is the university library's outsourcing and performance evaluation of shared theoretical basis.In outsourcing relationships foreign contractors plays an important role, through the analysis of the target, the subject and the object to the university, library's outsourcing performance evaluation adopts a balanced scorecard method of university to become library's outsourcing formation of performance evaluation index system, and gives university library's outsourcing performance evaluation of operation suggestions.
