北京市出租汽车行业经过几十年的发展,已成为城市公共客运交通的重要组成部分,为方便乘客出行,促进首都经济和社会发展做出了一定贡献,但是由于出租汽车行业发展过快,行业监管不到位,政府、企业、驾驶员、乘客之间的关系尚未理顺,带来许多矛盾和问题,突出表现在:出租汽车定位不明确,规模总量大;企业和驾驶员之间利益矛盾突出;企业规模、车辆总量不合理,企业经营机制不健全、经营行为不规范,存在许多不稳定因素。期间,虽经过两次大规模的整顿,但是行业的深层次问题仍未从根本上得到解决。本文主要围绕出租车市场定位、经营权、数量管制、市场准入条件等方面进行分析,研究适合北京市出租车市场的管制策略,为解决本市出租车市场出现的问题提供参考。通过对出租车定位和经营权使用管理分析,本文认为,北京市出租汽车应定位于是城市公共交通的重要组成部分,主要是满足具有一定支付能力的个性化出行、部分公务出行和社会大众特殊出行需求的交通方式,为其提供方便、舒适、灵活、全天候以及“门到门”的服务,同时适应北京作为首都和国际化大都市形象以及北京举办国内、国际重要会议的需求。通过对北京模式和温州模式的经营权制度分析,认为经营权不能搞“终身制”、“永包制”,确定将北京市出租汽车经营权由原来的无偿无限期取得经营权适时改为以资质、安全、服务、保护驾驶员合法权益为主要竞标条件的招投标,建立行业优胜劣汰机制。本文第一部分简要介绍社会各界对出租汽车行业改革的不同观点;第二部分介绍北京市出租车行业发展、管制历史演变及所存在的问题;第三部分对北京市出租汽车定位进行研究;第四部分对北京市出租汽车经营权使用管理进行研究;第五部分介绍政府管理主要内容,提出管制建议。

Beijing taxi industry has become an integral part of the urban public transportation after decades of development, has made some contribution to facilitating passenger travel, and promoting the capital's economical social development. However, due to rapid development of the taxi industry, the lack of supervision, government, business, driver, passenger not straighten out the relationship between, bringing many contradictions and problems, outstanding performance in: Taxi positioning is not clear, the total large-scale; conflicts of interest between business and prominent drivers; firm size, total vehicle unreasonable, unsound business, management behaviors is not standardized, there are many unstable factors. Period, although after two large-scale consolidation, but the deep-seated problems the industry has not yet been fundamentally resolved. The writer analyze market position, management rights, the number of controls, market access conditions and conduct the research for the control of Beijing taxi market strategies for solving problems in the taxi market, provide a reference.By locating and operating rights to use the taxi management analysis, this paper argues, Beijing taxi should be positioned so the city an important part of public transport, mainly to pay a certain capacity to meet individual travel, part of the official travel and special travel needs of the public transportation, to provide convenient, comfortable, flexible, all-weather and "door to door" service, while adapting to Beijing as the capital and the image of international metropolis, and the Beijing organizing domestic and international demand for important meetings. By Beijing and Wenzhou of the franchise system, that management rights can not engage in "Life","Wing packs" to determine the right to operate the Beijing taxi from the original to obtain the right to operate indefinitely without compensation to the timely intelligence, security, services, protection of legitimate rights and interests of the driver conditions as the main tender bid to establish the industry survival of the fittest mechanism.Chapter one briefly introduces the community on the different views taxi industry reform; Chapter two describes the development of the taxi industry in Beijing, regulatory history, evolution and the control problems; Chapter three study the positioning of taxi in Beijing; Chapter fore study the use and management of the right to taxi in Beijing; Chapter five introduce the main contents of government regulatory, and try to putting forward control recommendations.
