首先，本文对环境影响评价制度和我国环境影响评价的起源、发展历程进行详细介绍，在此基础上，总结出我国环境影响评价审批制度的分类管理、前置审批、分级审批等特点。 然后，通过对我国环境影响评价审批制度现状进行多角度分析，提出了新公共管理改革形势下我国环境影响评价审批制度存在前置审批制度不符合新公共管理改革形势要求、建设项目分类管理制度重点不突出、现行环境影响评价审批制度效率低下、容易造成资源浪费和腐败等困境。 最后，通过对福建省、浙江省、河南省及惠州市、深圳市、绍兴市等地方推行环境影响评价审批创新实践及香港环境影响评价制度进行深入分析，以横琴新区为案例，提出我国环境影响评价审批在新形势下应实施全面推行环境影响评价影响登记表备案制、发挥规划环境影响评价指导作用、实行建设项目环境影响评价“同类简化”等创新方案。

Firstly, this essay gives a detailed introduction on the origin of EI A(Environmental Impact Assessment) and the development history of EIA in China, thereby summarizing the features of the EIA system in China including classification management, pre-examination and approval, graded examination and approval. Then, through a multi-angle analysis of the examination and approval system of the EIA in China, the essay presents some existing dilemmas. First of all, the pre-examination and approval system does not conform to the requirements of the new situation; secondly, the Classification Management System of Construction Project lacks focus; thirdly, the low efficiency of the current examination and approval system leads to wasted resources and power corruption. Finally, by deeply analyzing the innovative practice of the examination and approval system of EIA carried out in Hebei province, Zhejiang province and Henan province, as well as Huizhou city, Shenzhen city and Shaoxing city and the existing EIA system in Hong Kong, taking Hengqin as an example, the essay proposes innovative solutions under the new situation that the EIA system should be planned to play a leading role; the assessment of similar projects should be simplified; and the record system for the registration form of the EIA should cover all aspects.
