民以食为天,食品安全一直是政府和百姓关注的热点问题,在此背景下,深圳市积极开展食品安全社会共治建设,打造政府、媒体、消费者参与的社会共治格局。同时,为解决消费者参与不足的问题,深圳市市场监管局主动与深圳市社会工作者协会合作开展了Z项目,即社会工作在社区层面进行消费者食品安全知识宣传。对Z项目的研究不仅为社会工作介入食品安全社会共治提供借鉴,亦对社会工作介入其他领域具有重要的参考意义。

本论文以协同治理理论为理论框架,以Z项目为研究对象,通过参与式观察与深度访谈获取研究资料, 对Z项目进行分析。首先,从项目缘起与目标、项目团队构成以及内容与成效四个方面梳理出Z项目基本情况:项目内容与目标分为食品安全知识普及、食品安全志愿者培育、打通政府与居民沟通渠道三方面;项目团队由深圳市市场监督管理局、深圳市社会工作者协会、文化传媒公司等构成;项目成效则主要体现在对居民积极影响以及项目影响力。其次,结合参与式观察与深度访谈等资料分析出Z项目的优势与不足。Z项目存在自身优势,比如深圳社工协会引领、食品安全社会共治、专业性保证活动质量、标准化项目设计与监督体系。但是也存在项目设计与活动实施的不足:项目设计中存在强制推行与内容设计分散的问题,在活动实施过程中存在社工协会、合作单位与社区工作站沟通不畅和活动实施方过多无法保证活动质量、成效与目标不匹配等问题。 笔者针对项目存在问题提出了未来的改进方向:创新项目设计与推行方式;整体推行与分散实施相结合;短期与长期服务相结合;多重举措保证活动成效等四条措施。最后结合上述多个方面提出社会工作介入食品社会共治的推广性建议:发挥社工协会引领作用、多元主体协同治理、兼顾专业性与活动成效、居民需求与行政购买相结合,通过这些建议为之后社会工作介入食品安全社会共治提出借鉴。 |

Food Safety has always been a hot issue concerned by the government and the people. Against this background, Shenzhen has actively carried out the construction of social co-governance of food safety, creating a co-governance structure with the participation of the government, the media and consumers. At the same time, in order to solve the problem of insufficient consumer participation, the Shenzhen Administration for Market Regulation has taken the initiative to cooperate with the Shenzhen Association of Social Workers to carry out the Z project, that is, social work carries out consumer food safety knowledge propaganda at the community level. The research on project Z not only provides reference for social work to intervene in the social co-governance of food safety, but also has important specimen meaning for social work to intervene in other fields.

In this paper, the collaborative governance theory as the theoretical framework, to Z project as the research object, through participatory observation and in-depth interviews to obtain research data, Z project analysis. First of all, from the project origin, the project goal, the project team as well as the content effect four aspects combs the Z Project basic situation: the project content and the goal divides into the food safety knowledge popularization, the volunteer cultivation, opens the government and the resident communication channel three aspects; The project team is composed of Shenzhen Administration for Market Regulation, Shenzhen Association of Social Workers , and cultural media company. The content effect is mainly reflected in the positive impact on residents. Secondly, the strengths and weaknesses of the Z project are analyzed through participatory observation and in-depth interviews. Project Z has its own advantages, such as the Shenzhen Association of Social Workers leading, Food Safety Society co-governance, professional assurance of activity quality, standardized project design and supervision system. However, there are also deficiencies in project design and implementation of activities: there are problems of enforcement and decentralization of content design in project design, in the process of the implementation of the activities, there are some problems, such as the poor communication between the Shenzhen Association of Social Workers, the cooperative unit and community workstation,too many implementers of the activities can not guarantee the effectiveness of the activities, the great difference and little autonomy of the implementers of the activities, and the mismatch between the effectiveness of the activities and the objectives. In view of the problems existing in the project, the author puts forward the future improvement direction: innovating the design and implementation of the project; combining the overall implementation with decentralized implementation; combining short-term with long-term service; and multi-measures to ensure the quality of activities. Finally, in the light of the above-mentioned aspects, this paper puts forward some popularizing suggestions that social work should be involved in the co-governance of food society: giving full play to the leading role of the Shenzhen Association of Social Workers, multiple subject co-governance, giving consideration to both professionalism and effectiveness of activities, and combining residents’needs with administrative purchase, through these suggestions for the future social work intervention in the social governance of food safety for reference. |
