能源是我国经济和社会生存发展的动力与基础。我国是发展中国家,面临着改善国计民生、发展经济、建设小康社会等艰巨任务。由于我国人口数量多,能源资源人均相对不足,拥有量远远低于世界人均水平。因此对于保证我国能源资源长期有效稳定的可持久利用,是我国政府面临的一项重要战略任务,为了实现能源资源的可持久利用和保证社会经济的可持续发展,必须把节约能源放在首要位置,以全面推进能源资源的节约。当前我国正处在城镇化、信息化建设迅速发展的时期,城镇化、信息化建设进程的快速发展以及人民生活条件的明显改善,必将导致建筑用能的持续增加,这些都将加剧能源供给矛盾和环境污染状况的恶化。国务院《节能减排“十二五”规划》中明确要求,“十二五”期间,实现节约能源6.7亿吨标准煤。住房和城乡建设部提出,到“十二五”期末,建筑节能形成1.16亿吨标准煤节能能力[1]。北方采暖地区节能减排的最大障碍和潜力就在于供热计量的节能,要实现“十二五”建筑节能目标和消减PM2.5细粒排放目标,供热计量占有至关重要的地位与作用。自2003年我国启动供热计量管理工作以来,供热计量管理方面的政策法规与标准规范体系已经基本建立,新建建筑和热计量装置已经基本实现强制性安装,供热计量管理工作初显成效。截止到2012年底,供热计量收费面积已经达到了8亿平方米,新建建筑安装计量装置的比例达到了70%以上,大部分热用户都节约了热费[2]。但是随着供热计量装置的大面积安装,部分供热计量装置的产品质量无法得到保证、计量收费滞后的现象日益突显,造成了社会资源大量的闲置与浪费,严重影响了我国建筑节能目标的实现。为进一步推进供热计量管理工作的进展,实现建筑节能目标要求,本人通过查找文献资料、实地调研、比较研究等方法,从供热计量管理过程中的政府角色、政策制订、管网配套设施、收费机制、收费价格制定、收费办法等方面进行了多角度全方位的分析,提出了进一步加强供热计量管理的措施建议,以期加快推进供热计量工作的进程。

Energy is China's economic and social survival and development of the power and foundation. China is a developing country, facing the beneficial to the people's livelihood improvement, economic development, building the arduous task of a well-off society. As the number of China's population, the relative shortage of energy resources per capita amount, far below the world average level with. Therefore, to ensure China's energy resources effective long-term stability can use for a long time, it is an important strategic task for the government of China, in order to achieve energy resources can use for a long time and guarantee the sustainable development of social economy, must put energy conservation priority, to comprehensively promote the conservation of energy resources.At present our country is in the urbanization and informatization period of rapid development, significantly improve the process of rapid development of the informatization and urbanization, and people's living conditions, will lead to building energy use continues to increase, these will aggravate the contradiction between energy supply and environmental pollution. The State Council "energy-saving emission reduction" the Twelfth Five Year Plan, "planning" clear, " the Twelfth Five Year Plan " period, to achieve energy saving 6.7 tons of standard coal. Ministry of housing and urban rural development put forward to " the Twelfth Five Year Plan" period, to achieve buildings energy saving 1.16 tons of standard coal. The biggest obstacle and potential to energy saving and emission reduction in northern heating areas, lies in energy-saving heating measurement, in order to realize " the Twelfth Five Year Plan" target of building energy saving and subtractive PM2.5 targets for emissions of heat metering occupies the position and role of vital.Since 2003, China started the metering management of heating, policies and regulations and standard for heat metering management system has been basically established, heat metering device of the new buildings and the old buildings has the basic implementation of the mandatory installation of heat metering management achievements. By the end of 2012, heating metering and charging area has reached 800,000,000 square meters, installation of metering device of the new construction to more than 70%, most of the heating user saves heat fee. But with the large area of heat metering device installation, quality of heat metering device product can not be guaranteed, the hysteresis phenomenon of metering and charging is growing, resulting in idle and waste a lot of social resources, seriously affecting the implementation of target of building energy saving in china. To further promote the progress of metering management of heating, realize the request of building energy-saving goals, through the method of finding documents, investigation, comparative research, from the heating metering management, in the process of the role of government, policy formulation, pipe network facilities, the charging mechanism, toll pricing, fees and other aspects of the multi angle and the all-round analysis, proposed to further strengthen measures of heating metering management, in order to accelerate the process of heating metering work.
