自20世纪后半叶以来，公共危机越来越多地影响到了人类的生活安全，特别是进入本世纪，重大自然灾害、公共卫生事件、食品安全问题、群体性冲突事件等公共危机呈现出了愈演愈烈之势，严重威胁到了社会的安全与稳定。加之全媒体时代的全面登陆，受众的知情权、话语权、监督权、问责权等权利史无前例地实现了回归，技术环境、信息环境、舆论环境正在发生着翻天覆地的变化，媒介环境的变迁也为公共危机的滋生和扩散提供了助力。无论是公共危机本身所催生出的风险，还是媒介环境变化导致的社会动荡，都对我国政府语态的输出提出了严峻的考验。鉴于此，本文拟从传播学、公共关系学和媒介生态学的角度出发，在研究具体案例的基础上，结合不同媒介，分析了公共危机中政府语态的特征，并且对全媒体环境下公共危机中政府语态的输出进行了深入浅出的讨论。本文共分为五个部分。第一部分绪论，简要介绍了研究的背景与现实意义，着重厘定了全媒体、公共危机以及政府语态等概念，提出了研究的内容、方法以及可能的创新之处，为文章打下了基础；第二部分，主要以传统媒介环境作为研究的背景，分析了传统媒体下公共危机中政府语态的主要特征；第三部分，以全媒体的传播环境为依托，通过对比传统媒体，探讨了政府语态在媒介环境变迁之后所表现出的新特点；第四部分，着重分析了全媒体对公共危机中政府语态所产生的消极影响，并总结出了全媒体对政府语态产生消极影响的一般规律；第五部分，围绕全媒体的主要特征，多层次、多角度地对公共危机中政府语态的传播进行了思考，在借鉴前人研究成果的基础上，提出了政府语态传播力建设的新思路、新方法。

Especially in this century, major natural disasters, public health events, food safety issues, group conflict events and other public crisis are intensified, these problems are becoming a serious threat to the safety and stability of the society. Coincided with the landing of all media age, the audience's rights of be informed, discourse, supervision and exemption has got an unprecedented realization. The technical environment, information environment, public opinion environment is changing greatly, the media environment also provides power for public crisis in the breeding and spreading. Whether the risk of the public crisis itself spawned, or the social unrest that media environment changes caused, the voice attitude of Chinese government output is confronted with a severe test. Depending on this view, the article starts with Communication Studies, Public relations and Media ecology, based on the study of individual cases, combined with different media, analysis the features in public crisis of the voice attitude of government, then this article simply discussed the voice attitude output in public crisis of all media age.This article is divided into five parts. The first part is the introduction, briefly introduced the research background and significance, especially identified the concept of all media, public crisis and voice attitude of government, put forward the research contents, methods and the possible innovation, laid the foundation for the next; The second part, mainly in the background of the traditional media environment, makes a brief analysis on the characteristics of voice attitude of government in public crisis during the traditional media age; The third part, to the media environment as the basis, by comparing with the traditional media, the article discussed the new characteristics of the voice attitude of government after the media environment changes; The fourth part, focuses on the analysis of the negative effects of the voice attitude of government during all media age in public crisis, and summed up its common law; The fifth part, on the all media characteristics, with multi-level and multi-angle, the transmission of the voice attitude of government during public crisis are discussed, in the basis of previous studies, the paper tables some new thoughts and new methods on the transmission force construction of the voice attitude of government.
