自从1865年法国成为世界上第一个老年型的国家以来，人口老龄化作为一个现实的问题，一直伴随着人类的发展与成长。而随着1996年全世界65岁及以上的老年人口比重上升到了7%，全世界在整体上都迈进了老龄化的门槛，老龄化已经成为具有世界普遍意义的重大课题和挑战。与此同时，中国作为一个新兴发展中大国，长期以来一直以来被视为“年轻型”的国家。然而，随着1999年中国正式步入老龄化社会，中国的老龄化已经不再是一个潜在的问题，而是一个现实的挑战与趋势。面对我国迅速发展的老龄化，作为我国城市老年人主要休闲游憩场所的城市户外公共休闲游憩空间的规划应当做出相应的调整，以适应这一趋势，使老年人能够安享快乐的晚年，从而为维护社会的和谐、稳定做出贡献。本文立足我国老龄化的大背景，通过对我国老龄化发展、城市户外休闲游憩的发展以及我国大城市公共户外休闲游憩空间的布局现状的分析，归纳出一系列问题，指出老龄化已经是一个事关国家和社会稳定大局的必须面对的现实挑战，作为应对这一挑战的重要途径的城市公共户外休闲游憩应当在缓解城市老龄化压力方面做出贡献。然而，我国当前休闲游憩的发展和老年人休闲游憩活动却已经严重脱节，作为城市特别是大城市公共户外休闲游憩活动的主体的老年人，却并未成为我国休闲游憩的发展最主要的受益群体。通过对问题的进一步分析，作者发现解决问题的关键在于城市公共户外休闲游憩空间的规划，在此基础上，提出了通过进行城市公共户外休闲游憩空间的科学规划，科学引导相关的城市空间整合，并通过适当休闲游憩产业集聚、公共资金投入以及配套管理和服务跟进等一系列措施的实施，逐步为老年人打造一个方便可达、空间充足、环境优美、内容丰富、充满和谐、以人为本的户外休闲游憩空间体系，从而使他们能够快乐地安享晚年的观点。本文进一步以北京市为例，通过将主要的相关问题加以归纳整理，精炼出若干个问题，提出相应的假设，在此基础上编制问卷，在北京市主要城区范围内针对老年人展开系列问卷调查，通过对回收的各种问卷数据进行分析，对原先的假设进行了验证，总结出了一系列关于北京市老年人公共户外休闲游憩的行为、空间的规律，得出了相应的结论。最后，本文在结合北京市老年人需求、公共户外休闲游憩空间现状以及北京市老年人居所分布的现状的基础上，提出了“银色公共户外休闲游憩空间体系”的概念，并对北京市“银色公共户外休闲游憩空间体系”进行了初步的概念性的设想，提出了一些基本的思路。

With the ratio of the elderly population over 65 years old in whole world exceed 7 percent, the whole world has become people-aged world, the population aging has already been an important task and big challenge.。At the same time, being a rising huge developing country, China is seen as a “youthful country”. However, the population aging of China will never be a potential problem, but a real challenge and trend..Facing the rapid population aging of China, the public outdoor leisure and entertainment spaces(POLES) which served as the main space for elder people’s leisure and entertainment, must make corresponding adjustment to fit this trend, so that the elderly could enjoy themselves, and then contribute to the whole society’s harmonious and stability.The article based itself upon the background of population aging of our country, by analysis on the development of the population aging and public outdoor leisure and entertainment of metropolitans, and the status in the position of the public outdoor leisure and entertainment space of metropolitans, the author summed up these into a series of problems. And then indicated that the population aging has already been a real challenge concerns the overall situation of stability of country and society that we must face to, while the city public outdoor leisure and entertainment space which could served as a significant way that cope with this challenge, should contribute to the release the pressure from population aging. However, there’s a divorcement between the development of leisure and entertainment and the outdoor leisure and the elder’s entertainment behavior in China, that is the elders who are the main body of public outdoor leisure and entertainment behavior, haven’t become the main colony that benefited by the development of the technology of leisure. By further analysis on the problem, the author found that the planning of city public outdoor leisure and entertainment space is the key to solve it. Based on this, the author put forward the point that guide the city public outdoor leisure and entertainment space to conformity by planning, and then construct a convenient, accessible, space-opened, content-enriched , human-oriented , public outdoor leisure and entertainment space system which with elegant ecological environment and full of harmonious for old people by a series of measures such as guide the technology of leisure and entertainment suitable agglomeration, public funds input and improve the management and service, So that the elderly people can enjoy themselves. The article further chose Beijing as the study case, abstract several key points by the way of analysis of the relative problems, and put forward some corresponding hypothesis. Based on this, the author designed the questionnaire, and carried out random survey on elderly people in the main city of Beijing. Through the making analysis on the results of the questionnaires, the author test the hypothesis put forward above. Then he summed up a series of behavior and space disciplines on public outdoor leisure and entertainment of elderly people of Beijing, and made the corresponding conclusion. Finally, the article brought forward the concept of silver leisure and entertainment space system after making comprehensive review on the demand of elderly people of Beijing, the special distribution status of POLES of Beijing and the residence of elderly people in Beijing, and then made primary conceptual planning on Silver public outdoor leisure and entertainment space system of Beijing, and put forward some tentative corresponding ideas.
