中文摘要:
公务员是各级政府行政的基础,公务员素质高低和能力强弱直接关系到行政的质量和效果。建设一个现代、民主、廉洁、高效的政府,必须有一支与之相适应的高素质专业化公务员队伍。加强公务员素质和能力建设,既需要通过系统的理论培训丰富知识,也需要通过实践锻炼提高能力。推行公务员轮岗交流是强化公务员实践锻炼的途径之一,也是加强公务员队伍建设的一种有效方法。本文以公务员素质提高和能力建设为中心,以四川省双流县公务员轮岗交流的实施办法与效果为个案,对我国公务员轮岗交流制度进行了初步的探索。在对选题背景、研究意义进行简要介绍之后,对当前关于公务员轮岗交流课题的研究成果进行了综合概括,并简述了本文的研究思路和研究方法。在对双流县公务员队伍的数量和质量特征加以分析的基础上,本文切入正题,详细介绍了双流县公务员在领导干部、后备干部、一般干部三个层面进行轮岗交流的具体实施办法,总结了双流县公务员轮岗交流的效果,对在公务员轮岗交流过程中反映出来的问题进行了适当的分析。针对前述情况,运用现代人力资源管理的开发理论,结合轮岗交流对公务员能力建设的作用和轮岗交流制度设计中应克服的制约因素,提出了公务员队伍轮岗交流在制度设计上必须遵守的基本原则,就完善公务员轮岗交流制度提出了把握轮岗交流的方向、明确公务员轮岗交流的对象、丰富公务员轮岗交流的形式等具体措施。此外,还指出完善双流县公务员轮岗交流工作应当注意轮岗交流与现实需要相结合、与岗位要求相符合、与能力建设相适合。最后,本文归纳了通过对双流县公务员轮岗交流个案的全面分析而得出的几点结论,并指出了有待继续关注和研究的课题与方向。

The competence of civil servants, foundation of administration at all level government, is directly related to the administrative effectiveness and efficiency, so we must shape a correspondingly professional civil servants team to build up a modern, democratic, incorruptible, and efficient government. Strengthening the building-up of civil servants quality and competency requires both enriching knowledge through systematic theories training and improving capability through practice training. As one of the ways to consolidate practice training, carrying out the civil servants personnel exchange and job rotation system is an effective approach to promote its team construction. Taking the recent years practice of civil servants exchange and job rotation in Shuangliu County, Sichuan Province as an example, this article explored the system of civil servants personnel exchange and job rotation, focusing on the building-up of civil servants quality and competence. Beginning with a brief introduction of background and significance of this research, this article outlines the current researches on civil servants personnel exchange and job rotation, as well as the author’s research approaches. Based on the analyses of the civil servants’ quantitative and qualitative characteristics in Shuangliu, this article closely explored the specific practices at three levels, leading, back-up, and basic carders, along with those impacts and problems. By modern human resource development theories in association with the effectiveness of civil servants personnel exchange and job rotation concerning competence building-up and the constraints needed to overcome in system design, the author put forward the principals of civil servants personnel exchange and job rotation, and brought forward the specific measures of perfecting the system of personnel exchange and job rotation with respect to keeping the right directions, clarifying the definite exchanging targets and enriching the exchanging modes. In addition, this article pointed out that we should pay attention to combine the practices with development needs, position requirements, and capability pivots. To sum up, the author concluded the particular case of civil servants personnel exchange and job rotation in Shuangliu, and presented the directions for further research and future concern.
