地下水水源地是我国北方城市集中取水的主要来源,其供水量占到全国城市总供水量的30%。目前,地下水水质与供水状况不容乐观,开展地下水源地污染防治规划刻不容缓。对于众多数量的地下水源地进行规划势必要分清轻重缓急,对于污染防治工程的建设也应当科学的进行分析,确保水源地得到最科学的有效保护,保障社会稳定。本研究从环境科学、运筹学和资源科学的交叉领域,运用理论研究与实证分析相结合的方法,围绕地下水源地污染防治工程优先性规划有效开展一个核心,通过对国内外地下水水源地环境保护规划的系统研究和全面比较,以典型地下水水源地为研究对象,初步构建地下水源地污染防治工程优先性规划的框架与方法体系,设计以水源保护和社会经济可持续发展为目标的污染防治工程优先性规划策略。对“水源地-社会经济”复合生态系统的特征进行系统分析,基于“压力-状态-响应”模型建立地下水水源地污染防治工程优先性规划指标体系,运用“灰色关联-理想解法”对地下水水源地进行优先性规划。论文针对地下水源地污染防治的特点,提出地下水源地污染防治规划“三大工程、三大体系”的规划思想,探讨地下水源地优先性规划与工程优先性规方法论,以此规划方法指导华北平原地下水源地污染防治工程优先性规划。运用组件式 GIS为平台,针对华北平原地下水源地规划指标的特点,设计并开发华北平原地下水源地污染防治工程规划信息系统,通过GIS与数据平台的结合,方便快捷的体现了规划成果,实现文本数据、图形数据的复合处理与应用,为相关环保部门提供直观、形象的可视化信息获取手段。

Groundwater sources is focused on China's northern city of a major source of water, the water supply to cities across the country accounts for the total supply quantity of 30%. At present, the groundwater quality and water supply situation is not optimistic, to carry out underground water source pollution prevention planning imperative. For large quantities of groundwater resources planning will have to prioritize, for pollution prevention projects should also be a scientific analysis, to ensure that the groundwater protection be the most scientific and effective,in order to protect social stability.This thesis studies from the environmental science, operation research, and the resources science and overlapping angle of field, unifies the method using the fundamental research and the real diagnosis analysis, mainly revolves the one core of Underground water pollution prevention projects, initially construct the frame and method system of water source area in engineering priority plan about Pollution prevention, and design the strategy about pollution prevention priority plan based on groundwater source protection and society sustainable development. By analysis "source of water field-society economy" compound ecosystem characteristic fully, this research builds a index system about groundwater engineering priority plan of pollution prevention basing on "pressure-state-responds" model, make a priority plan to groundwater sources using gray correlation technique for order Preference by similarity to ideal solution(GC-TOPSIS).In this study, aimed at the characteristics of pollution prevention in ground water source, put forward the planning theory of "the three projects, three systems", explore the priority planning methods both in underground water source and project planning besides,finally use the planning theory to guide the groundwater pollution control planning in the North China Plain,The use of component-based GIS as a platform for the North China Plain to the planning target the source of underground water features, we design and develop the North China Plain groundwater source pollution prevention planning information systems. Via the combination of GIS and data, give a convenient and quick display of the planning results. Text data、graphic data processing and application are compounded in the system, provide an intuitive, visual image information acquisition means for the relevant environmental protection department.
