社会主义市场经济的发展和市场竞争的日趋激烈,给我国通信勘察设计行业企业的发展带来新的机遇的同时,也提出了更严峻的挑战。通信勘察行业企业面对日趋复杂的内外部生存环境,必须将全面提高自身的经营管理水平的重要性提升到战略高度。企业经营绩效数据是其经营能力的重要表现形式,故此,构建科学、合理的企业经营绩效评价指标体系,对企业的经营状况实行综合客观的评价,不仅是提高企业自身管理水平的需要,也是应对市场竞争的客观要求。本文从经营绩效评价相关概念和目标出发,回顾了国内外绩效评价体系和主要评价方法的研究成果,在借鉴国内外企业经营绩效评价的理论研究与实践成果的基础上,充分结合我国通信勘察设计企业的行业特点和企业经营特点,运用管理学、运筹学等学科的理论和方法,采用比较分析、定性与定量分析相结合的方法,分别在市场、财务、销售管理和创新四个维度总计选取了21项指标,并使用AHP层次分析法确定指标的权重,构建通信勘察设计企业经营绩效评价体系。最后,笔者选取X企业某期经营数据作为样本,演示了使用通信勘察设计企业经营绩效评价体系对行业企业进行评价的方法过程,证明了本方法的有效性。

The development of the socialist market economy and the increasing competition in the market, has brought new opportunities and challenges to the development of domestic communication survey and design enterprises. Faced with the growing complexity of the internal and external environment, the enterprises of this industry to improve their overall management level is imperative. Important manifestation of the operating performance data is the ability of business. Therefore, to build a scientific and rational business performance evaluation system, a comprehensive and integrated evaluation of the industry's business operations, not only to improve their own level of development needs, but also respond to the objective requirements of the market competition. Starting from the concept and purpose of operating performance evaluation, the author card a performance evaluation at home and abroad Research and evaluation method. On the basis of theoretical research and practical results, business performance evaluation at home and abroad, combined with the characteristics of China's communication survey and design enterprises and business features, the theories and methods of use of management science, operations research, and other disciplines, and comparative analysis, qualitative combination with quantitative analysis, respectively, in the four dimensions of the market, financial, sales management, and innovation, total 21 indicators were selected, and to use AHP Analytic Hierarchy Process to determine the indicators’ weights, build communication survey and design enterprise performance evaluation index system. Finally, the author select a period of X Enterprise operating data as a sample, demonstrates the process of communication survey and design enterprise performance evaluation index system for evaluation of the enterprises, and to prove the effectiveness of this method.
