The adoption of Open Educational Resources (OER) can, on the one hand, increase access and quality in higher education, but on the other hand it is raising concerns among universities and researchers about its economic sustainability. This is mainly because, unlike traditional online learning, in OER-based approaches learners do not have to pay to access learning resources, however the institution incurs costs for the production, maintenance and dissemination of OER. In this context, the United Nations Educational, Scientific and Cultural Organisation (UNESCO) has urgently called for more research on OER sustainability models in its 2019 OER recommendation. To contribute to a better understanding of this issue, this study first investigates the design and implementation OER and OEP-based courses in higher education. Particularly, this study designed an OER-based course namely “Family Education” and investigated its impact on learning outcomes. This study then used the triangulation method to investigate the potential OER sustainability models that are currently implemented by universities, along with their challenges and possible developments. Through a comprehensive literature review and a 2-round Delphi method with thirty OER experts, ten OER sustainability models have been identified and analysed, where public and internal funding are the most established ones. The findings of this study could support organisations in developing their own OER sustainability strategy, facilitating OER adoption worldwide and therefore contributing to achieving the UN Sustainable Development Goals (SDGs), especially the SDG 4.

 Ahmed Tlili 博士在北京师范大学智慧学习研究院工作期间,表现出了很强的研究能力 和创新精神,在开放教育资源, 游戏化教学、设计学习等多个研究领域取得了重要进 展,发表 SSCI 论文 11 篇。在站期间,Ahmed Tlili 博士针对开放教育资源这一领域展 开了深入的研究工作,内容涉及全球开放教育资源的应用情况、可持续性模式,以及开 放式教育实践设计案例研究。两年来,Ahmed Tlili 博士参与了北师大智慧教育研究院 多个研究项目, 其参与撰写的《弹性教学手册: 中国“停课不停学”的经验》报告在国 际上获得了广泛的影响力。Ahmed Tlili 博士在科研工作中思路清晰,思维活跃,具有 较高的理论知识水平和科研能力,展现出了优秀的科研创新精神,具有良好的团队合作 精神,拥有出色的项目管理能力。
