近年来，网络技术的发展促成了很多网络公益项目的诞生，带动起微公益领域的迅速崛起和整个公益行业的蓬勃发展。“微公益”时代已经到来。如火如荼开展的微公益项目带来了很多方面的创新，不仅出现了很多新颖、高效的捐赠方式，而且实现了线上和线下活动的有机结合。它将普通人的爱心凝聚起来汇集成了一股强大的社会力量，推动了公益目标的实现。然而，与广泛的社会赞美并行的还有纷至沓来的质疑声音。尤其是“郭美美事件”后官方性质的慈善组织陷入危机，引发了整个公益领域遭受质疑。“免费午餐洗钱风波”“天使妈妈涉嫌私设小金库”“嫣然天使基金侵吞善款”等层出不穷的公益争议事件表明我国微公益项目的公信力正在面临危机。公信力是微公益项目的生命线，而网络的虚拟性使信息真假难辨，微公益项目的透明化程度低、发展持续性差，加之缺乏相应的法律监管措施，显示出微公益项目在构建公信力时存在较多的风险。而究其原因是由于当前我国的民间组织登记注册门槛过高，致使慈善组织存在身份合法性困境，并且对于慈善组织来说缺乏完善的内部管理机制和有效的监督机制。从整个社会的大环境来看，中国正处于一个信任风险的社会。针对于此，笔者强调从加强慈善组织的内部建设、完善微公益项目的监管机制、培育整个社会的慈善意识等方面着手，应对公信力建构的风险，从而提高微公益项目的公信力建设。本文将引入一个案例G项目，通过对案例项目运作流程和模式的剖析，来分析当前微公益项目建构公信力存在的风险因素及其发生路径，从而对提高微公益项目的公信力提出可行性建议。

In recent years, along with the development of network technology, there have been a lot of online public projects, which led to the rapid development of micro charity area and the entire charity sector. “Micro-charity time” has come. Micro-charity projects bring many innovations, just like many efficient donation ways, combination of online activities and offline activities. It gather together the love of ordinary people, form into a power social force and complete the charity goals. However, with the wide range of social praise, there are many suspect sounds. Especially after “Guo Meimei incident”, official charity fell into crisis, relate to the entire charity sector caught people’ doubt. Negative news such as “Free lunch money laundering storm”, “Angle mom suspected illegal accounts”, “Yanran angle fund misappropriation of funds”, shows that the public credibility of micro-charity projects are in crisis. Public credibility is the lifeblood of micro-charity projects, however, because of the virtual of network, low level of project transparency, poor continuing development, lack of legal regulation, risk factors exist during the micro-charity projects’ construction, the construction of micro-charity is risk. The reason is NGO registration is too high, nonprofit organization have illegal identity, on the other hand, nonprofit organization is lack of sound internal management system and effective supervision mechanism, not only that China is at risk of social trust. Based on this, the author propose that strengthen the internal management of nonprofit organization, improve the regulatory mechanism of micro-charity projects and foster charity awareness of the whole society, so that construct public credibility of micro-charity projects.The article will introduce a case “project G”, analysis the process and the operation mode of “G”, to conclude the risk factors and the reasons during the construction of micro-charity projects’ public credibility, and put forward reasonable suggestions.
