村镇是我国的基本行政单元，村镇区域生态文明建设在社会主义生态文明建设中占据重要位置。本研究以北京市延庆县永宁镇为例，采用问卷调查法，从经济发展、生活水平、生态环境、生态意识和生态制度五个方面对永宁镇生态文明建设进行调查，结合相关统计数据，探讨永宁镇生态文明建设的现状与问题，并比较永宁镇镇区、平原村、山区村生态文明建设的区域差异。 分析得到，目前永宁镇生态文明建设中存在经济发展和居民生活水平较低；生态环境存在生活垃圾、污水、禽畜粪便等污染；村民生态意识较弱，对生态文明的认识较为狭窄；生态制度不够完善等问题。在空间上，镇区、平原村与山区村生态文明建设中农民收入水平、生活方式、污水处理、生态意识等方面存在差异，镇区和平原村的生态文明建设水平总体好于山区。针对问题，提出永宁镇应积极发展绿色农业、循环农业；加快土地流转，扩宽就业渠道，提高农民收入水平；完善基础设施建设；加强宣传，提高生态文明意识；完善生态制度等建议。

Rural region is the basic administrative unit in China, its ecological civilization construction has an important position in the construction of socialism ecological civilization. This study adopts questionnaire survey, from production, living and ecological environment, ecological consciousness, ecological system to learn the ecological civilization construction in Yanqing country Yongning town of Beijing. Combining with the relevant statistics, this paper discusses the current situation and problems ecological civilization construction in yongning town, and compare the regional difference of ecological civilization construction among township, plains, mountain village. Base on the analysis, the present economic development and life level of yongning town is low; there are pesticides, household sewage, livestock manure pollution in the ecological environment; The ecological consciousness of villagers are weak, ecological civilization is relatively narrow; Ecological system is imperfect. In space, farmers' income level, lifestyle, sewage disposal and ecological consciousness exist differences, The ecological civilization construction level of township and plains are better than mountainous area. In view of the problems, Yongning town should actively develop green agriculture, recycling agriculture; speed up the land circulation, broaden employment channels; improve the infrastructure construction; strengthen the propaganda, raise ecological civilization consciousness; perfect the ecological system.
