19世纪下半叶，金属铅在英国的工业生产中得到广泛应用，但铅中毒问题也随之而来。因雇主谋利、政府监管不力、工人贫穷，且时人对铅中毒的防治意识不足，铅中毒对英国人生产、生活的影响持续扩大，对工人群体的危害尤为严重，引发社会各界关注。1864年，英国政府首次针对职业铅中毒问题立法，后在各方努力下，于20世纪前后陆续出台多项规定，通过推动清洁生产、进行健康检查、保护易中毒群体、变革生产技术等措施，力图解决铅中毒问题。

In the second half of the 19th century, lead (Pb) was widely used in industrial production in Britain, while lead poisoning followed. The impact of lead poisoning on the production and life of British people continues to expand, due to the employers' benefit-seeking behavior, poor supervision of the government, the poverty of workers, and the lack of awareness of lead poisoning. The harm to the workers' groups is particularly serious, which has aroused the concern of all walks of life. In 1864, the British government first legislated on occupational lead poisoning. Later, with the efforts of all parties, a number of regulations were introduced around the 20th century. Britain tries to solve problems of lead poisoning, by promoting cleaner production, conducting medical examination, protecting vulnerable groups and evolving technologies.
