本文基于2018年中国家庭收入调查(CHIP)农村住户数据,利用截面数据双重差分方法,评估了2003年“农远工程”在试点地区产生的长期政策效果。探究发现中西部农村地区教育信息化硬件设备条件改善对受益儿童的受教育年限产生了影响,使其显著增加约1.1-1.3年,并且此结论通过了安慰剂检验、PSM-DID方法稳健性检验与基于城镇住户样本评估的稳健性检验,各项检验均证实这一结果可靠。此外,本文发现个体受益于“农远工程”的年限对个体的受教育年限有显著的正向影响,个体受益于“农远工程”的年限每增加1年,受益个体受教育年限增加0.13年左右。因此,一方面政府应当继续加大对农村地区教育专项资金的投入,通过有效的教育政策来进一步改善农村办学条件,保障农村贫困地区儿童的受教育机会;另一方面,政府应当进一步稳步推进教育信息化建设,为农村地区儿童提供更充足的优质教育资源,促进教育均衡发展。 |

Based on the 2018 China Household Income Projects (CHIP) rural household data, this paper uses the Difference-in-Difference method of cross-sectional data to evaluate the long-term policy effects of the Modern Distance Education Project in Rural Schools in 2003 pilot areas. The paper finds that the project improved the conditions of information hardware equipment in rural areas of central and western China, and thus had an impact on the years of education of children who benefited from it, significantly increasing it by about 1.1-1.3 years. All robustness tests have confirmed the reliability of the result. Also, for every 1 year increase in the number of years that an individual benefits from the project, The length of education received by the individual increases by about 0.13 years. Therefore, on the one hand, the government should continue to increase the investment of special funds for education in rural areas, in order to guarantee the educational opportunities for children in poor rural areas. On the other hand, the government should steadily promote the Educational Informatization, provide more adequate and high-quality educational resources for children in rural areas, so as to promote the balanced development of education. |
