现阶段我国就业形式较为严峻,就业当中的性别平等问题受到当今社会的普遍关注,其中生育对于女性劳动者就业的影响一直是社会热点,在很多国内外研究成果中都指出生育成为女性职业发展的重要障碍。在由于疫情的冲击导致大量企业发展受到负面影响,进而使得劳动力需求不断减小的当下就业市场中,女性的生育选择会一定程度地增加企业的用人成本,进而,“全面二孩”政策对于女性就业必然会产生影响。

本文基于有关文献,运用理论分析和Probit模型来研究女性就业率受到“全面二孩”政策的影响,从女性是否就业出发,利用CFPS三期数据中有关女性工作的个体与家庭等方面的数据,进行系统分析女性就业是否受到该政策的影响。研究发现:该政策对于女性就业有负面作用。通过对于平衡面板数据进行实证分析,可以得出结论:女性就业和女性是否生育二孩之间呈现显著的负相关关系,“全面二孩”政策对于女性就业存在显著的抑制作用。

基于上述分析结果,本文在最后针对女性的就业问题给出了具体的应对方略,以缓解女性不利的就业情况和改善我国缺乏技能型人才的问题。

外文摘要:

At present, the employment situation in China is relatively serious, and gender equality in employment has received widespread attention in today's society. Among them, the impact of childbirth on female workers' employment has always been a social hot spot, and many domestic and foreign research results have pointed out that childbirth has become an important obstacle to women's career development. In the current job market, where the impact of the epidemic has negatively affected the development of a large number of enterprises and reduced the demand for labor, women's reproductive choice will increase the employment cost of enterprises to a certain extent. Therefore, the "universal two-child" policy is bound to have an impact on women's employment.

In this thesis, based on the related literature, using theoretical analysis and Probit model to study the female employment rate is affected by the "comprehensive two children" policy, from the perspective of women employment, use of the three periods of CFPS data about the data of women's individual work and family, female employment system analysis is affected by the policy. The study found that the policy had a negative effect on women's employment. Through empirical analysis of balanced panel data, it can be concluded that there is a significant negative correlation between female employment and whether to have a second child, and the "universal two-child" policy has a significant inhibiting effect on female employment.

According to the above analysis results, this paper finally puts forward corresponding countermeasures for the employment of women, so as to alleviate the unfavorable employment situation of women and improve the lack of skilled talents in China.
