高能耗、高污染的经济增长模式使得我国大气环境问题日趋严重。不合理的能源利用和产业发展结构决定了我国可持续发展的战略目标迫切需要将污染物减排作为管理控制方法之一,以促进我国粗放型经济增长方式的转变和产业结构的优化调整。作为实施综合决策、实现科学发展的途径和手段,规划环评受到了越来越多的重视。国家环保总部颁布的《规划环境影响评价技术导则》(试行)从2003年9月1日开始实施,规划环评已用法律的形式予以确定,但至今规划环评仍属于比较新的领域,理论方法和实践经验需要进一步完善和与时俱进。因此,为推进规划环评的发展,完善其技术方法,加强主要大气污染物的减排力度,开展规划环评中大气环境承载力的应用研究就显得尤为重要。本文在总结大气环境承载力、规划环评中大气环境承载理应用及研究现状的基础上,着重对规划环评中大气环境承载力的定义、内涵展开了深入的剖析和探讨,总结了大气环境承载力的特征和影响因素,并应用DPSIR模型构建了规划环评中大气环境承载力的理论模型。从指导规划环评实际工作角度出发,构建一整套操作性强的大气环境承载力技术程序,包括确定区域大气污染物总量控制目标;在吸收PSR或DSR框架分析方法的基础上,采用“目标—准则(系统)—指标”的框架模式,构建总量空间分配指标体系,通过计算分配系数将总量分配至各空间单元;利用“总量累积利用率”和“大气环境承载力增值”两个核心概念,动态分析大气环境承载力的利用程度和利用水平等三个关键步骤。最后将一整套的技术程序及方法应用于鄂尔多斯主导产业发展规划环境影响评价大气环境承载力分析部分,验证其实用性及可行性,通过动态分析不同时段和不同分区域的大气环境承载特征和水平,评价规划发展目标、发展规模、产业结构和生产力布局的环境合理性,并据此构建反馈机制为规划方案的优化调提出合理建议,为当地社会经济环境的可持续发展提供了科学依据。

The economic growth model of high energy consumption and high pollution makes China's increasingly serious problem of the atmospheric environment. Irrational energy using and industrial structure decide that China's strategic goals of sustainable development need the pollutants emission reduction as a management. This management can change China's extensive economic growth mode and adjust the industrial structure. As the way of implementing the integrated decision-making and achieving scientific development, the planning environmental impact assessment (PEIA) receives more and more attention. The Environmental impact assessment Law promulgated by the Ministry of Environmental Protection has implemented since Sep.1st, 2003. At present, the PEIA is still a relatively new field. Its theory and practical experience need be improved and advanced further. Therefore, for the purpose of promoting the application and development of PEIA, improving the technical methods, as well as strengthening the pollutant emission reduction, the study on the application of Atmospheric Environment Carrying Capacity (AECC) to the PEIA expresses most importance.On the summarizing of AECC, as well as the application and researching actuality of AECC in PEIA, this thesis significantly developed deeply anatomizing and discussing of the definition and connotation of AECC in PEIA; summarized the character and main factors which affect AECC; and directed by the principle of DPSIR model, achieved the theoretical model of AECC in PEIA. From the perspective of guiding the PEIA’s practice, this thesis set operational AECC technical procedures. It mainly included three aspects. Fist accounted the regional air pollutants total control targets. Secondly, on the basis of absorbing method of PSR and DSR model, adopting the framework model of “object-rule-index”, established indexes system of total target space allocation, allocated the total target to the space units by calculating the total allocation coefficient. Thirdly, using the concepts of Total Utilization and Value-Added Carry Capacity, analyzed the degree and level of AECC utilization comprehensively and dynamically. Finally, in order to testify the applicability and feasibility of the whole set technical procedure and method, they were applied to AECC analysis in PEIA of Ordos city, Inner Mongolia Autonomous Region. By analyzing the character and level of AECC in different periods and different sub-regions, evaluated the Environmental rationality of planning’s scale, industrial structure and Layout, and then provided a scientific basis for local sustainable development.
