庚子事变之后，两宫西幸。围绕是否回銮的问题，清政府内部展开激烈的争论，列强对于清政府的回銮也给予了高度的关注。由于双方掌握信息的不对称性和各自所考虑的利益的不同，双方对于回銮问题的关注角度和重视程度也各有不同。本文从清政府官员和列强两个方面分别论述双方对于回銮问题的看法。清政府官员形成反对回銮与支持回銮的两派。持回銮观点的官员，有的主张为议和而回銮，有的则是为回銮而回銮。持反对回銮观点的官员，则提出了暂缓回銮、建立陪都和迁都等多种主张。而具体到不同的时间段，两派关于回銮问题的争议也表现出不同的特点。而在列强这一层面，回銮则成为列强为各自利益而斗争的焦点。在整个事件过程中，回銮实际上成为列强利益相较量的砝码。透过回銮问题可以管窥清政府内部的虚弱，也可以看出列强之间的斗争。回銮对于议和等问题也有重要的影响。回銮在一定程度上也制约着议和的进程和发展。对于清政府而言，清政府可以借议和使列强撤军，并最终实现回銮的愿望。对列强而言，则可以借议和诱惑清政府回銮并加以控制。清政府和列强围绕回銮与议和问题也展开博弈。

After the Gengzi incident, the Emperor and Empress dowager ran away westerly. Around the issue whether Huiluan or not, the Qing Government developed an intense debate, and the big powers also gave a high degree of attention on the Huiluan of the Qing Government. Because the two sides got the information was asymmetric, and the interests they considered were also different, they focused on different angle and the attention they paied was also diverse on the Huiluan issue . This article discusses the view on the Huiluan between the Qing Government official and the big powers respectively. The Qing Government official divided into two partys of supporting and opposing the Huiluan. Among the supporting ,some maintained to Huiluan for peace negotiations, but the others just supported Huiluan without any reason. However ,the opposing official raised various proposal, such as postponing Huiluan, establishing a second capital, moving the capital to another place and so on. But during the different period, the two partys showed up different characteristics on the debate of Huiluan. Besides, for the big powers, the Huiluan had become the focus of their struggle for the interests. In fact, the whole process of the Huiluan had become the target of threir struggle for the interests. From the issue of Huiluan ,we can have a view on the weakness in the Qing Government, and we can also see the fight among the big powers. The Huiluan had influence on the other things, such as peace negotiations , and it restricted the progress and development of the peace negotiations. For the Qing Government, they could take advantage of the peace negotiations to make the big powers pullback and finally realized their wish of Huiluan. Whereas, for the big powers, they could make use of the peace negotiations to attract the Qing Government to Huiluan and control them. The Qing Government and the big powers also played game between Huiluan and peace negotiations.
