在十二届全国人大三次会议解放军代表团全体会议中，习总书记提出把军民融合发展上升为国家战略，这是我国长期探索经济建设和国防建设协调发展的重大成果，是从国家安全和发展战略出发作出的重大决策。军民融合在新中国历史发展的进程中，呈现出不同的特征，但始终兼顾着国防与经济共同建设的目标与思想。当前以习总书记为核心的领导班子有效的吸收和结合前人的经验与成果，更坚定了军民融合发展的重要战略。随着全球军事变革加剧、世界经济摩擦不断，国际环境越来越复杂，中国为了进一步保障自身利益，从国家战略与国家安全角度出发，逐步深化军民融合发展，实施合理科学的决策，推动军民融合向更深远、更广泛以及更具中国特色社会主义的方向发展。

军民融合发展主要包括“军转民”和“民参军”，最终实现军民一体化发展。目前我国军民融合发展刚进入由初步融合向深度融合的过渡阶段，还存在不少问题，离最终目标还有一定的距离。本文主要针对军民融合中的“民参军”问题展开研究。首先，介绍了 “民参军”具有打破垄断，形成市场化竞争；发挥民用技术优势，推动军品的创新和发展；加快民营经济发展，可推动经济建设和国防建设的重要意义。其次，采取理论联系实际，以及SWOT分析法，分析了我国军民融合发展中民营企业参与军工配套的优势、劣势以及未来的机遇和挑战，并深入探讨了当前民企参与军工配套所存在的问题。最后，通过借鉴世界发达国家军民融合的成功的经验，并结合我国军民融合的现状，制定了相应的解决方案和措施。

本文希望通过对这一热点问题进行的研究，使民营企业能够更好的参与到军工配套中去，为“民参军”发展提供一种新的思路，继而推动军民走向深度融合，真正实现军民一体化战略。

In the plenary session of the PLA delegation at the third session of the 12th National People's Congress, General Secretary Xi proposed to upgrade the development of military civilian integration into a national strategy, which is a major achievement of China's long-term exploration of coordinated development of economic construction and national defense construction, and a major decision made from the perspective of national security and development strategy. In the process of the development of new China's history, the integration of the army and the people shows different characteristics, but it always takes into account the goals and ideas of the common construction of national defense and economy. At present, the leading group with General Secretary Xi as the core has effectively absorbed and combined the experience and achievements of predecessors, which has further strengthened the important strategy of military civilian integration development. With the aggravation of the global military reform, the continuous friction of the world economy and the increasingly complex external environment, China, in order to further protect its own interests, from the perspective of national strategy and national security, further deepen the development of civil military integration, implement reasonable and scientific decision-making, and promote the development of civil military integration to a far-reaching, broader and more socialism with Chinese characteristics.

Military civilian integration mainly includes "military to civilian" and "civilian to military" integration. At present, China's military civilian integration development has just entered the transition stage from initial integration to deep integration, there are still many problems, and there is still a certain gap from the final goal. This paper mainly focuses on the study of "people join the army" in the process of military civilian integration. First of all, it introduces the importance of "civilian participation in the military" to break monopoly and form market-oriented competition, to give full play to civil technology advantages, to promote innovation and development of military products, and to accelerate the development of private economy, to promote economic construction and national defense construction. Secondly, by combining theory with practice and SWOT analysis, this paper analyzes the advantages, disadvantages, opportunities and challenges in the future of private enterprises participating in military industry supporting in the development of military civilian integration, and probes into the existing problems of private enterprises participating in military industry supporting. Finally, by drawing on the successful experience of military civilian integration of developed countries in the world, and combining with the current situation of military civilian integration in China, the corresponding solutions and measures are formulated.

This paper hopes that through the study of this hot issue, private enterprises can better participate in the military industry supporting, provide a new idea for the development of "people in the army", and then promote the military and people to the deep integration, and truly realize the military civilian integration strategy.
