政府专职消防员一直以来都是现役消防队伍力量不足的有力补充,是我国消防力量的重要组成部分,承担起社会面的灭火救援任务。特别是消防改制的2018年,全国两会提出要加强应急管理工作,消防现役队伍将退出武警序列,“消防官兵”一词已成为历史,他们与政府专职消防员一起扛起消防应急救援这一重要任务,职业化将是消防未来的发展方向。随着经济快速发展和现代社会的更新进步,我国火灾的频发与救援难度也日趋突出,按照目前现役消防员与政府专职消防员组成的消防力量,并不能够满足人民群众的消防安全需求,消防工作是社会不可或缺的重要组成部分,政府专职消防员已成为消防救援的中坚力量。但由于各种内外在因素的制约,比如业务保障经费不到位、人员素质较低、用工模式的不同以及管理经验的不成熟等问题,导致了政府专职消防员的战斗力远远达不到预期目标,政府专职消防员流动比率都超出了合理范围,队员的大幅流动给救援队伍带来了极大的损失。

本研究以珠海市政府专职消防员为研究对象,根据马斯洛需求层次理论模型,以及工作满意度与离职的相关研究成果为基础,以设计了珠海市政府专职消防员工作满意度与离职倾向调查问卷,采用SPSS23.0对问卷结果进行分析,分析包括问卷的信度与效度分析、珠海市政府专职消防员四类岗位人员的人口统计学分析和相关分析,了解珠海市政府专职消防员的工作满意度如何,他们的工作满意度受到人口统计学哪些方面的影响,珠海市政府专职消防员的离职倾向现状,以及四类岗位的珠海市政府专职消防员的工作满意度与离职倾向是否存在相关。根据分析的结果,本研究为提高珠海市政府专职消防员的工作满意度,降低他们的离职倾向提出了四方面的对策建议,分别是提高薪酬待遇、确立保障机制、构建培训机制、推动职业化发展四方面。

本研究通过对珠海市政府专职消防员开展调查,对他们的工作满意度与离职倾向进行分析与对比,并给出相对的对策建议,这有助于消防部门对政府专职消防员进行针对性管理,也为消防部门制定相关政策提供重要的参考。

Government professional firefighter has always been a powerful supplement for active fire and rescue services. They play important part of China’s fire forces and bear the fire fighting and rescue tasks in social. Especially 2018, the “two sessions” proposed to strengthen emergence management, commissioned fire officer would release from active duty and become history. With the rapid development of social economy, the contradictions between the increasing fire safety needs of people and the acute shortage of firemen grows, so firefighting becomes an indispensable component of society, government profession firefighter also become the backbone of the fire rescue work. However, because of the restraint of the internal and external factors, like the shortage of funds, low overall qualities, the different employment modes and their immature managerial experience, fighting capacity of government profession firefighter is far from the desired goal. Furthermore, their turnover is highly out of reasonable range,bringing extensive damage for the fire crews.

This dissertation focuses on the government professional firefighter in Zhuhai city. Base on the Maslow’s hierarchy of needs and the study of job satisfaction and turnover intention, this dissertation designed a questionnaire survey which concentrated on the job satisfaction and turnover intention for government professional firefighters, and analyzed the data with SPSS23. 0. Data analyzed including reliability and validity test, demographic analysis and correlation analysis for 4 categories of government professional firefighters. The purpose for his questionnaire survey is to in-depth knowledge in the satisfaction of government professional firefighters’ working, the influence from the population statistics variable, status quo of turnover intention, and the relationship between government professional firefighter’s job satisfaction and their turnover intention. According to the result of the study analysis, this dissertation offers some suggestions in 4 aspects as improving their remuneration, establishing safeguard mechanism, building training mechanism and promoting development of professionalism. 

This dissertation investigate into the relationship between government professional firefighter’s job satisfaction and turnover intention. The suggestions were provided in the study will be very conductive to fire department to making management measure for government professional firefighter. This dissertation is also a valuable study for fire department which would be referred for adjusting their policies.
