职业教育高质量发展需要高水平的职业教育研究成果提供理论支撑，究其根本在于高水平职业教育科研队伍的建设。《国家职业教育改革实施方案》《关于加强新时代教育科学研究工作的意见》等亦指向了职业教育科研及其队伍建设的重要性。本研究总体梳理了国内“职业教育科研体系”概况；重点以山东省职教科研机构、职教学科点、中高职院校教科研队伍和职教学会为主要研究对象，分析其人员构成、梯队建设等基本情况和发展概况。发现在政府推动下，我国逐渐构建起国家、省、市、县四级联动的职业教育科研体系，但是，职教科研机构研究力量相对较弱，职教学科点研究力量分布不均衡。通过分析对比近五年职教教学成果奖、全国教科规划职教立项项目、教科研优秀成果奖，以及4本职业教育核心期刊发表论文数量等，发现各省之间存在不同程度的不平衡和些许文化差异；尤其从科研队伍规模、结构、科研产出上分析了山东省职业教育科研队伍存在的问题及原因。此外，借鉴了国外和国内较先进地区职业教育科研队伍建设的经验，最后，从观念转变、战略规划、政策制度、舆论宣传等方面提出了我国职业教育科研队伍建设的对策建议。

The high-quality development of vocational education requires theoretical support from high-level research achievements in vocational education, which fundamentally lies in the construction of high-level vocational education research teams. The Implementation Plan for National Vocational Education Reform and the Opinions on Strengthening Scientific Research in Education in the New Era also point to the importance of vocational education research and team building. This study provides an overall overview of the "vocational education research system" in China; The main research objects are vocational education research institutions, vocational education research centers, teaching and research teams in vocational colleges and vocational education associations in Shandong Province, and the basic situation and development overview of their personnel composition, echelon construction, etc. are analyzed. It has been found that under the promotion of the government, China has gradually established a national, provincial, municipal, and county level linkage vocational education research system. However, the research strength of vocational education research institutions is relatively weak, and the distribution of research strength in vocational education departments is uneven. By analyzing and comparing the awards for vocational education teaching achievements in the past five years, the National Education and Science Planning Vocational Education Project, the Outstanding Achievement Award for Teaching and Research, and the number of papers published in four core vocational education journals, it was found that there are varying degrees of imbalance and cultural differences among provinces; Especially from the perspective of the scale, structure, and research output of the research team, the problems and reasons of the vocational education research team in Shandong Province were analyzed. In addition, based on the experience of the construction of vocational education research teams in advanced regions both abroad and domestically, countermeasures and suggestions for the construction of vocational education research teams in China were proposed from the perspectives of concept transformation, strategic planning, policy systems, and public opinion promotion.
